A dispensing device is selectively operable in a first mode of operation and a second mode of operation. The device comprises a base and a refill removably connectable with the base. The base comprises a first dispensing system and a first actuator communicably connected with the first dispensing system. The refill comprises a reservoir having a sidewall and an orifice. The first dispensing system is in fluid communication with the refill in the first mode of operation and the refill is disconnected from the base in the second mode of operation.

A dispensing device selectively operable in a first mode of operation and a second mode of operation, the device comprising a base and a refill removably connectable with the base, the base comprising: a first dispensing system; and a first actuator communicably connected with the first dispensing system, the refill comprising a reservoir having a sidewall and an orifice; wherein the first dispensing system is in fluid communication with the refill in the first mode of operation, and wherein the refill is disconnected from the base in the second mode of operation. 2 . The device of claim 1 , wherein the refill comprises a second dispensing system in fluid communication with the orifice of the refill and a second actuator communicably connected with the second dispensing system. 3 . The device of claim 1 , wherein in the first mode of operation, the first actuator activates the first dispensing system to dispense a composition from the base, wherein in the second mode of operation the second actuator activates the second dispensing system of the refill to dispense the composition from the refill. 4 . The device of claim 1 , wherein the first dispensing system is configured as an electronic dispensing system. 5 . The device of claim 1 , wherein the second dispensing system is configured as a mechanical dispensing system. 6 . The device of claim 1 , wherein the sidewall of the reservoir is flexible, wherein the second actuator comprises the flexible sidewall. 7 . The device of claim 1 , wherein the base further comprises a nozzle that is in fluid communication with the first dispensing system, wherein the nozzle is located above the first actuator. 8 . The device of claim 1 , wherein the first actuator comprises a mechanical actuator. 9 . The device of claim 1 , wherein the base further comprises a cleaning implement holder. 10 . A dispensing device selectively operable in a first mode of operation and a second mode of operation, the device comprising a base and a refill releasably connectable with the base, the base comprising: a first dispensing system; and a nozzle in fluid communication with the first dispensing system, the refill comprising: a reservoir having a sidewall and an orifice; and a second dispensing system in fluid communication with the orifice of the refill, wherein with the first dispensing system is in fluid communication with the orifice of the refill. 11 . The device of claim 10 , wherein the first dispensing system is configured as an electronic dispensing system, wherein the second dispensing system is configured as a mechanical dispensing system. 12 . The device of claim 10 , wherein the first dispensing system dispenses a quantity of composition through the nozzle of the base in the first mode of operation, and wherein the second dispensing system dispenses a quantity of composition through the orifice of the refill in the second mode of operation. 13 . The device of claim 10 , wherein the base further comprises a first actuator communicably connected with the first dispensing system, and wherein the refill further comprises a second actuator communicably connected with the second dispensing system. 14 . The device of claim 13 , wherein the nozzle is disposed above the first actuator. 15 . A dispensing device comprising: a base having a feed tube and a nozzle; a refill removably connectable with the base, the refill comprising a reservoir, the reservoir having a sidewall and an orifice, wherein the feed tube of the base is releasably connectable with the orifice of the refill; and an electronic pump in fluid communication with the feed tube and the nozzle; a first actuator communicably connected with the electronic pump; and a second actuator communicably connected with the valve of the refill. 16 . The device of claim 15 , wherein the first actuator comprises an optical sensor. 17 . The device of claim 15 , wherein the first actuator comprises a mechanical actuator. 18 . The device of claim 15 , wherein the refill is positioned above the base. 19 . The device of claim 15 , wherein the sidewall of the reservoir is flexible, wherein the second actuator comprises the flexible sidewall. 20 .
