1 . A video monitoring system comprising: a first obtaining unit configured to obtain first identification information of a target person, from a recording medium associated with the target person, entering a predetermined area; a first image-capturing unit configured to captures a face image of the target person; a second image-capturing unit configured to captures an image of each of a plurality of division areas obtained by dividing the predetermined area into a plurality of areas; a second obtaining unit configured to obtain second identification information of the target person from the recording medium at a target position the target person is to reach; a first processing unit configured to identify the target person who has not yet reached the target position on the basis of the first identification information of the target person obtained by the first obtaining unit and the second identification information of the target person obtained by the second obtaining unit; and a second processing unit configured to identify a division area where an image of a person considered to be the target person identified by the first processing unit is captured, on a basis of a feature quantity of the face image captured by the first image-capturing unit of the target person identified by the first processing unit and a feature quantity of a face image of a person included in a video captured in a plurality of division areas by the second image-capturing unit. 2 . The video monitoring system of claim 1 , wherein the second obtaining unit is configured to obtains the identification information of the target person from the recording medium associated with the target person at the target position where the target person is to reach by a predetermined time, and wherein the first processing unit is configured to identify the target person who has not yet reached the target position at the predetermined time on the basis of the first identification information of the target person obtained by the first obtaining unit and the second identification information about the target person obtained by the second obtaining unit. 3 . The video monitoring system of claim 1 further comprising a display unit configured to display a face image captured by the first image-capturing unit of the target person identified by the first processing unit, the face image of the person considered to be the target person, and the division area. 4 . The video monitoring system of claim 1 , wherein the second processing unit is further configured to identify the division area on the basis of, a feature quantity of an image portion other than the face image and a feature quantity of an image portion other than the face image. 5 . The video monitoring system of claim 1 , wherein the first obtaining unit is further configured to obtain the first identification information of the target person entering a boarding lobby area in a security inspection area of airport facilities, wherein the first image-capturing unit is further configured to capture an image of the target person entering the boarding lobby area, wherein the second image-capturing unit is further configured to capture an image of each of a plurality of division areas obtained by dividing the boarding lobby area into a plurality of areas, wherein the second obtaining unit is further configured to obtain the second identification information of the target person at a boarding gate where the target person is to reach by a scheduled time, wherein the first processing unit is further configured to identify the target person who has not yet reached the boarding gate after the scheduled time, and wherein the second processing unit identifies a division area in the boarding lobby area where an image of a person considered to be the target person identified by the first processing unit is captured. 6 . A video monitoring method for a video monitoring system including a first obtaining unit, a second obtaining unit, a first image-capturing unit, a second image-capturing unit, a first processing unit, and a second processing unit, comprising: obtaining, by the first obtaining unit, first identification information of a target person, from a recording medium associated with the target person, entering a predetermined area; capturing, by the first image-capturing unit, a face image of the target person; capturing, by the second image-capturing unit, an image of each of a plurality of division areas obtained by dividing the predetermined area into a plurality of areas; obtaining, by the second obtaining unit, identification information of the target person from the recording medium at a target position where the target person is to reach; identifying, by the first processing unit, the target person who has not yet reached the target position on the basis of the first identification information of the target person obtained by the first obtaining unit and the second identification information of the target person obtained by the second obtaining unit; and identifying, by the second processing unit, a division area where an image of a person considered to be the target person identified by the first processing unit is captured, on a basis of a feature quantity of the face image captured by the first image-capturing unit of a target person identified by the first processing unit and a feature quantity of a face image of a person included in a video captured in a plurality of division areas by the second image-capturing unit. 7 . The video monitoring method of claim 6 , further comprising: obtaining, by the second obtaining unit, the identification information of the target person from the recording medium associated with the target person at the target position where the target person is to reach by a predetermined time, and identifying, by the first processing unit, the target person who has not yet reached the target position at the predetermined time on the basis of the first identification information of the target person obtained by the first obtaining unit and the second identification information about the target person obtained by the second obtaining unit. 8 . The video monitoring method of claim 6 , further comprising displaying, by a display unit, a face image captured by the first image-capturing unit of the target person identified by the first processing unit, the face image of the person considered to be the target person, and the division area. 9 . The video monitoring method of claim 6 , further comprising identifying, by the second processing unit, the division area, on the basis of, a feature quantity of an image portion other than the face image, and a feature quantity of an image portion other than the face image. 10 . The video monitoring method of claim 6 , further comprising: obtaining, by the first obtaining unit, the first identification information of the target person entering a boarding lobby area in a security inspection area of airport facilities; capturing, by the first image-capturing unit, an image of the target person entering the boarding lobby area; capturing, by the second image-capturing unit, an image of each of a plurality of division areas obtained by dividing the boarding lobby area into a plurality of areas; obtaining, by the second obtaining unit, the second identification information of the target person at a boarding gate where the target person is to reach by a predetermined time; identifying, by the first processing unit, the target person who has not yet reached the boarding gate after the predetermined time; and identifying, by the second processing unit, a division area in the boarding lobby area where an image of a person considered
