A method for and apparatus for performing an initial access procedure in a wireless communication system is provided. A wireless device detects a discontinuous transmission (DTX) cell that operates in a discontinuous transmission (DTX) state by receiving a discovery signal from the DTX cell; transmits an initial request message to the DTX cell to request the DTX cell to transition from the DTX state to a continuous transmission (TX) state.

A method for performing a measurement in a wireless communication system, the method comprising: performing, by a user equipment, a measurement by using a first type signal; receiving, by the user equipment, configuration on a second type signal indicating a periodicity and an offset of the second type signal, wherein the second type signal is a discovery signal; and performing, by the user equipment, a measurement by using the second type signal, wherein the second type signal comprises Primary Synchronization Signal (PSS), Secondary Synchronization Signal (SSS), and Cell-specific Reference Signal (CRS) received during a predefined duration. 17 . The method of claim 16 , wherein the configuration is received via a higher layer signalling. 18 . The method of claim 16 , wherein the predefined duration is set to 6 ms, and the periodicity is set to 40 ms or 80 ms. 19 . The method of claim 16 , wherein the second type signal is received from a cell configured to support on/off operation. 20 . A user equipment (UE) performing a measurement in a mobile communication system, the UE comprising: a transceiver configured to receive a radio signal; and a processor configured to: perform a measurement by using a first type signal; receive configuration on a second type signal indicating a periodicity and an offset of the second type signal, wherein the second type signal is a discovery signal; and perform a measurement by using the second type signal, wherein the second type signal comprises Primary Synchronization Signal (PSS), Secondary Synchronization Signal (SSS), and Cell-specific Reference Signal (CRS) received during a predefined duration. receive measurement configuration information of a discovery signal received from a secondary cell, wherein the measurement configuration information indicates a frequency of the discovery signal, a periodicity of the discovery signal, and a subframe offset of the discovery signal, wherein the measurement configuration information is received via a radio resource control (RRC) message; and perform a radio resource measurement over Orthogonal Frequency Division Multiplexing (OFDM) symbols carrying the discovery signal. 21 . The UE of claim 20 , wherein the configuration is received via a higher layer signalling. 22 . The UE of claim 20 , wherein the predefined duration is set to 6 ms, and the periodicity is set to 40 ms or 80 ms. 23 . The UE of claim 20 , wherein the second type signal is received from a cell configured to support on/off operation.
