What is claimed is: 1 . A display driving apparatus for updating information displayed on a display of an electronic device, the display driving apparatus comprising: a driving controller configured to receive promotion setting information from a device controller of the electronic device and drive the display according to the received promotion setting information independently of the device controller. 2 . The display driving apparatus of claim 1 , wherein the display is an electronic paper display. 3 . The display driving apparatus of claim 1 , further comprising: a configuration register; a sequence generator; and a mode setter configured to store the received promotion setting information in the configuration register and to set the sequence generator, wherein the driving controller comprises a dynamic driving controller configured to be periodically activated based on a sequence generated by the sequence generator, update the display to display the promotion information according to the promotion setting information stored in the configuration register and enter into sleep mode. 4 . The display driving apparatus of claim 3 , wherein the promotion setting information comprises selection information for a dynamic display region, and the dynamic driving controller is configured to control the promotion information to be displayed on a region selected according to the selection information. 5 . The display driving apparatus of claim 3 , wherein the promotion setting information comprises first promotion information and second promotion information, and the dynamic driving controller alternately displays the first promotion information and the second promotion information. 6 . The display driving apparatus of claim 3 , further comprising: a power supply configured to provide a driving power; and a dynamic driver configured to be controlled by the dynamic driving controller and to drive a dynamic segment of the display using the driving power provided by the power supply. 7 . The display driving apparatus of claim 6 , wherein the display driving apparatus comprises a plurality of dynamic segments and a plurality of dynamic drivers, and each dynamic driving controller controls a dynamic driver to perform blinking operation in response to the dynamic driver corresponding to a segment designated by the configuration register. 8 . The display driving apparatus of claim 6 , wherein the dynamic driver comprises a first switch and a second switch that are connected in serial such that a connection node thereof is connected to one dynamic segment. 9 . The display driving apparatus of claim 8 , wherein the dynamic driver further comprises a third switch connected to the connection node of the first and second switches. 10 . The display driving apparatus of claim 9 , wherein the power supply applies a first voltage to a source of the first switch and applies a second voltage with a different polarity than the first voltage to a source of the fifth switch. 11 . The display driving apparatus of claim 9 , wherein the power supply applies a first voltage to a source of the first switch and applies a second voltage that is lower than the first voltage to a source of the fifth switch. 12 . The display driving apparatus of claim 6 , wherein the driving controller further comprises a general driving controller configured to drive the display to display general information according to setting information received from the mode setter and then enter into sleep mode. 13 . The display driving apparatus of claim 12 , further comprising: a general driver configured to be controlled by the general driving controller and drive a general segment of the display using a driving power provided from the power supply. 14 . The display driving apparatus of claim 13 , wherein the general driver comprises a fourth switch and a fifth switch that are connected in serial such that a connection node thereof is connected to one general segment. 15 . An electronic device comprising: a display; a device controller configured to control operation of the electronic device and enter into sleep mode after outputting setting information; and a display driver configured to drive the display independently of the device controller to display promotion information on at least a part of the display according to the setting information received from the device controller. 16 . The electronic device of claim 15 , wherein the display is an electronic paper display. 17 . The electronic device of claim 15 , wherein the display driver comprises: a configuration register; a sequence generator; a mode setter configured to store the received promotion setting information in the configuration register and to set the sequence generator; and a driving controller comprising a dynamic driving controller configured to be periodically activated based on a sequence generated by the sequence generator and drive the display to display the promotion information according to the promotion setting information stored in the configuration register in response to being activated and enter into sleep mode. 18 . The electronic device of claim 17 , wherein the promotion setting information comprises selection information for a dynamic display region, and the dynamic driving controller is configured to control the promotion information to be displayed on a region selected according to the selection information. 19 . The electronic device of claim 17 , wherein the promotion setting information comprises first promotion information and second promotion information, and the dynamic driving controller is configured to alternately display the first promotion information and the second promotion information. 20 . The electronic device of claim 17 , wherein the display is a segment type display that has a dynamic segment on at least a part of the display; and the electronic device further comprises a display driving apparatus comprising a power supply to provide a driving power and a dynamic driver configured to be controlled by the driving controller and to drive the dynamic segment on the display using the driving power provided by the power supply. 21 . The electronic device of claim 20 , wherein a plurality of dynamic segments and a plurality of dynamic drivers are provided in the electronic device, and each dynamic driving controller is configured to control a dynamic driver to perform blinking operation when the dynamic driver corresponds to a segment designated by the configuration register. 22 . The electronic device of claim 20 , wherein the dynamic driver comprises a first switch and a second switch that are connected in serial such that a connection node thereof is connected to one dynamic segment. 23 . The electronic device of claim 22 , wherein the dynamic driver further comprises a fifth switch connected to the connection node of the first and second switches. 24 . The electronic device of claim 23 , wherein the power supply is configured to apply a first voltage to a source of the first switch and to apply a second voltage with a different polarity than the first voltage to a source of the fifth switch. 25 .
