1 . A membrane electrode assembly comprising: an electrolyte membrane; an electrode catalytic layer comprising nanostructured elements having acicular microstructured support whiskers bearing acicular nanoscopic catalyst particles; and a gas diffusion layer comprising a nitrogen-containing compound having an anionic ion-exchange group. 2 . The membrane electrode assembly according to claim 1 , wherein the nitrogen-containing compound is crosslinked, thereby being immobilized to the gas diffusion layer. 3 . The membrane electrode assembly according to claim 1 , wherein the nitrogen-containing compound is selected from the group consisting of nitrogen-containing alkoxysilane, a hydrolyzed condensate thereof, and a mixture thereof. 4 . The membrane electrode assembly according to claim 1 , wherein the acicular microstructured support whiskers have a mean diameter of a whisker cross-section of no greater than 100 nm, and a mean aspect ratio of at least 3. 5 . A gas diffusion layer comprising a nitrogen-containing compound having an anionic ion-exchange group, wherein the nitrogen-containing compound is crosslinked, thereby being immobilized to the gas diffusion layer. 6 . The gas diffusion layer according to claim 5 , wherein the nitrogen-containing compound is selected from the group consisting of nitrogen-containing alkoxysilane, a hydrolyzed condensate thereof, and a mixture thereof. 7 . A method of regenerating a membrane electrode assembly, the membrane electrode assembly comprising: an electrolyte membrane; an electrode catalytic layer comprising nanostructured elements having acicular microstructured support whiskers bearing acicular nanoscopic catalyst particles; and a gas diffusion layer comprising a nitrogen-containing compound having an anionic ion-exchange group; the method comprising contacting the gas diffusion layer with an alkaline solution.
