The invention provides systems and methods for an autonomous vehicle and center control system (AVCCS), which is a component of a Connected Automated Vehicle Highway (CAVH) system. The AVCCS is configured to realize drone/tele driving or digital twins by providing automated vehicles (AVs) or connected automated vehicles (CAVs) with vehicle-specific control instructions comprising instructions for vehicle longitudinal and lateral position, speed, and steering and control. Specifically, through the system, AVs or CAVs can be effectively and efficiently controlled by the AVCCS. In addition, the AVCCS is configured to provide vehicle-specific control instructions to AVs or CAVs and control them through a hierarchy of traffic control centers/units (TCCs/TCUs) or the combination of TCCs/TCUs and the onboard units (OBUs) with a vehicle control module, wherein said TCCs/TCUs are configured to fulfill vehicle maneuver tasks, monitor safety maintenance tasks, and take over if the system fails.

We claim: 1 . An autonomous vehicle and center control system (AVCCS) comprising: a) a traffic control center/traffic control unit (TCC/TCU), said TCC/TCU comprising automatic or semi-automated computational modules that collect data, process information, and provide vehicle-specific control instructions; and b) a TCC/TCU communication module, said communication module communicating with an onboard unit (OBU) of a connected and automated vehicle (CAV) and providing said vehicle-specific control instructions to said OBU for controlling said CAV, wherein said vehicle-specific control instructions comprise instructions for vehicle longitudinal and lateral position; speed; and steering and control; and wherein said TCC/TCU comprises a calculation server and a data warehouse to archive historical data, process information, and optimize driving strategy for full vehicle operations and control for the CAV. 2 . The AVCCS of claim 1 , wherein said TCC/TCU communication module receives data from said OBU, said data comprising vehicle static information and/or vehicle dynamic information, wherein: a) said vehicle static information comprises vehicle identifier information, vehicle size information, vehicle type information, vehicle software information, and/or vehicle hardware information; and b) said vehicle dynamic information comprises a timestamp, GPS coordinates, vehicle longitudinal and lateral position, vehicle speed, steering, and/or vehicle origin/destination information. 3 . The AVCCS of claim 1 , wherein said calculation server is configured to process information and provide control targets; and said data warehouse is configured as a database to backup TCC/TCU data. 4 . The AVCCS of claim 1 , wherein said TCC/TCU is configured to archive historical data, to support information processing, and to optimize a driving strategy. 5 . The AVCCS of claim 1 , wherein said TCC/TCU is configured to provide image computing ability for calculating the data collected from road controllers. 6 . The AVCCS of claim 1 , wherein said TCC/TCU is configured to make a draft decision, simulate the draft decision, and optimize the draft decision. 7 . The AVCCS of claim 1 , wherein said TCC/TCU processes vehicle static information and/or vehicle dynamic information to provide time-sensitive and vehicle-specific control instructions. 8 . The AVCCS of claim 1 , wherein a hierarchy of TCCs/TCUs comprises said TCC/TCU. 9 . The AVCCS of claim 1 , wherein said TCC/TCU is configured to fulfill vehicle maneuvering tasks, monitor safety maintenance tasks, and take over if the AVCCS fails. 10 . The AVCCS of claim 1 , wherein said TCC/TCU is configured to control vehicle driving when a vehicle enters the fully-controlled system and the control instructions provided from the TCC/TCU are confirmed. 11 . An autonomous vehicle and center control system (AVCCS) comprising: a) a traffic control center/traffic control unit (TCC/TCU), said TCC/TCU comprising automatic or semi-automated computational modules that collect data, process information, and provide vehicle-specific control instructions; b) a TCC/TCU communication module, said communication module communicating with an onboard unit (OBU) of a connected and automated vehicle (CAV) and providing said vehicle-specific control instructions to said CAV, wherein the OBU comprises: 1) a vehicle control module controlling said CAV according to said vehicle-specific control instructions; and 2) an OBU communication module communicating with a TCC/TCU; receiving vehicle-specific information from a TCC/TCU; and sending vehicle-specific information to a TCC/TCU; wherein said vehicle-specific control instructions comprise instructions for vehicle longitudinal and lateral position; speed; and steering and control; wherein said TCC/TCU comprises a calculation server and a data warehouse to archive historical data, process information, and optimize driving strategy for full vehicle operations and control of the CAV; and wherein the vehicle control module is used to execute the vehicle-specific control instructions and information provided by the TCC/TCU. 12 . The AVCCS of claim 11 , wherein said TCC/TCU communication module receives data from the OBU, said data comprising vehicle static information and/or vehicle dynamic information, wherein: a) said vehicle static information comprises vehicle identifier information, vehicle size information, vehicle type information, vehicle software information, and/or vehicle hardware information; and b) said vehicle dynamic information comprises a timestamp, GPS coordinates, vehicle longitudinal and lateral position, vehicle speed, steering, and/or vehicle origin/destination information. 13 . The AVCCS of claim 11 , wherein said calculation server is configured to process information and provide control targets; and said data warehouse is configured as a database to provide a backup of the TCC/TCU. 14 . The AVCCS of claim 11 , wherein said TCC/TCU is configured to archive historical data, to support information processing, and to optimize a driving strategy. 15 . The AVCCS of claim 11 , wherein said TCC/TCU is configured to provide image computing ability for calculating the data collected from road controllers. 16 . The AVCCS of claim 11 , wherein said TCC/TCU is configured to make a draft decision, simulates the draft decision, and optimize the draft decision. 17 . The AVCCS of claim 11 , wherein said TCC/TCU processes vehicle static information and/or vehicle dynamic information to provide time-sensitive and vehicle-specific control instructions. 18 . The AVCCS of claim 11 , wherein a hierarchy of TCCs/TCUs comprises said TCC/TCU. 19 . The AVCCS of claim 11 , wherein said TCC/TCU is configured to fulfill vehicle maneuvering tasks, monitor safety maintenance tasks, and take over if the AVCCS fails. 20 . The AVCCS of claim 11 , wherein said TCC/TCU is configured to control vehicle driving when a vehicle enters the fully-controlled system and the control instructions provided from the TCC/TCU are confirmed.
