What is claimed is: 1 . A dielectric comprising a tantalum compound containing fluorine and oxygen, the tantalum compound being amorphous, wherein: the tantalum compound has a composition represented by TaO x F y , and the composition satisfies requirements 0<x<2.5 and 0<y≤0.4. 2 . The dielectric according to claim 1 , wherein two peaks are present in an interatomic distance range from 1 to 2 angstroms in a radial distribution function for a vicinity of a tantalum atom of the tantalum compound. 3 . The dielectric according to claim 2 , wherein a peak corresponding to a first neighboring atom and a peak corresponding to a second neighboring atom are present in the interatomic distance range from 1 to 2 angstroms in the radial distribution function. 4 . The dielectric according to claim 2 , wherein a first peak at which an existence probability is highest and a second peak at which the existence probability is lower than the existence probability at the first peak are present in the interatomic distance range from 1 to 2 angstroms in the radial distribution function. 5 . The dielectric according to claim 2 , wherein in the interatomic distance range from 1 to 2 angstroms in the radial distribution function, a difference between a first peak value representing a highest existence probability and a second peak value representing a second highest existence probability is 3.5 or less. 6 . The dielectric according to claim 1 , wherein the composition satisfies a requirement y>0.141. 7 . The dielectric according to claim 1 , wherein the dielectric has a dielectric constant of 26 or more at 100 Hz. 8 . A capacitor comprising: a first electrode; a second electrode; and a dielectric disposed between the first electrode and the second electrode, wherein the dielectric comprises a tantalum compound containing fluorine and oxygen, the tantalum compound being amorphous. 9 . The capacitor according to claim 8 , further comprising an electrolyte disposed between the first electrode and the second electrode. 10 . The capacitor according to claim 9 , wherein the electrolyte includes at least one selected from the group consisting of an electrolyte solution and an electrically conductive polymer. 11 . The capacitor according to claim 9 , wherein the electrolyte includes a solid electrolyte. 12 . An electrical circuit comprising the capacitor according to claim 8 , wherein the capacitor is mounted to the electrical circuit. 13 . A circuit board comprising the capacitor according to claim 8 , wherein the capacitor is mounted to an electrical circuit formed on the circuit board. 14 . An apparatus comprising the capacitor according to claim 8 , wherein: the capacitor is mounted to an electrical circuit formed on a circuit board, and the apparatus is equipped with the circuit board. 15 . A dielectric comprising a tantalum compound containing fluorine and oxygen, the tantalum compound being amorphous, wherein: two peaks are present in an interatomic distance range from 1 to 2 angstroms in a radial distribution function for a vicinity of a tantalum atom of the tantalum compound. 16 . The dielectric according to claim 15 , wherein a peak corresponding to a first neighboring atom and a peak corresponding to a second neighboring atom are present in the interatomic distance range from 1 to 2 angstroms in the radial distribution function. 17 .
