Apparatuses, methods, and systems are disclosed for relocating an access gateway during UE registration. One apparatus includes a transceiver that communicates with a non-3GPP access network and a processor that selects a first N3IWF and sends a first message to the first N3IWF containing a NAS message to initiate a first registration procedure with the mobile communication network. The processor receives a first response from the first N3IWF containing an address of a second N3IWF and an identity of an AMF. The processor sends a second message to the first N3IWF indicating that the first registration procedure via the first N3IWF is to be stopped and sends a third message to the second N3IWF indicting that the first registration is to be relocated to the second N3IWF. The processor completes the first registration procedure via the second N3IWF.

The invention claimed is: 1 . An apparatus in a mobile communication network comprising: at least one memory; and at least one processor coupled with the at least one memory and configured to cause an access and mobility management function (“AMF”) to: receive a first request from a first access gateway, the first request including a first non-access stratus (“NAS”) message from a user equipment (“UE”), the first NAS message initiating registration of the UE with the mobile communication network via the first access gateway; determine whether the first access gateway provides services for the UE; determine to relocate the registration of the UE to a second access gateway in response to determining that the first access gateway does not provide the services for the UE, wherein the second access gateway is to resume registration of the UE; transmit a relocation command to the first access gateway, the relocation command including an address of the second access gateway and a security mode control (“SMC”) request message for establishing a security context for the UE; and relocate the registration of the UE to the second access gateway in response to transmitting the relocation command. 2 . The apparatus of claim 1 , wherein the at least one processor is configured to cause the apparatus to receive a relocation notify message from the second access gateway, the relocation notify message containing a SMC Response message from the UE. 3 . The apparatus of claim 1 , wherein the first access gateway is a first Non-3GPP Interworking Function (“N3IWF”) in a non-3GPP access network, wherein the second access gateway is a second N3IWF in the non-3GPP access network, and wherein the relocation command includes an AMF identity of the apparatus. 4 . The apparatus of claim 3 , wherein the identity of the AMF is used by the second N3IWF to select the same AMF selected by the first N3IWF. 5 . The apparatus of claim 3 , wherein, to relocate the registration of the UE, the at least one processor is configured to cause the apparatus to: receive a notification message from the second N3IWF, wherein the notification message indicates that the UE resumes registration via the second N3IWF; transmit an Initial Context Setup Request to the second N3IWF containing a security key to be used for establishing a secure connection with the UE in response to receiving the notification message; and receive a response from the second N3IWF confirming that the secure connection with the UE is established. 6 . A user equipment (“UE”) comprising: at least one memory; and at least one processor coupled with at least one memory and configured to cause the UE to: select a first non-3GPP interworking function (“N3IWF”) for registering with a mobile communication network via the first N3IWF; transmit a first message to the first N3IWF, the first message containing a first non-access stratum (“NAS”) message that initiates a first registration procedure with the mobile communication network; receive a first response from the first N3IWF, wherein the first response comprises an address of a second N3IWF, an indication that the first N3IWF does not provide service for the UE, a security mode control (“SMC”) request message for establishing a security context, and an identity of an access and mobility management function (“AMF”) in the mobile communication network; transmit a second message to the first N3IWF in response to the indication that the first N3IWF does not provide services for the UE, the second message indicating that the first registration procedure via the first N3IWF is to be stopped; transmit a third message to the second N3IWF, the third message indicating that the first registration is to be relocated to the second N3IWF; and complete the first registration procedure via the second N3IWF. 7 . The UE of claim 6 , wherein the first message contains an identity of the mobile communication network and an establishment cause. 8 . The UE of claim 7 , wherein the establishment cause indicates that the first registration is to be relocated to the second N3IWF. 9 . The UE of claim 6 , wherein the first response is received after mutual authentication and key agreement. 10 . The UE of claim 6 , wherein the third message comprises a second NAS message that resumes the first registration procedure via the second N3IWF. 11 . The UE of claim 10 , wherein the first NAS message is a Registration Request message and the second NAS message is a SMC Complete message. 12 . The UE of claim 6 , wherein the third message contains the identity of the AMF, wherein the identity of the AMF indicates that the first registration is to be relocated to the second N3IWF, and wherein the identity of the AMF is used by the second N3IWF to select the same AMF selected by the first N3IWF. 13 . The UE of claim 6 , wherein, to complete the registration with the mobile communication network via the second N3IWF, the at least one processor is configured to cause the UE to: establish a non-3GPP wireless user plane (“NWu”) connection with the second N3IWF, and receive a Registration Accept via the established NWu connection. 14 . A method performed by a user equipment (“UE”), the method comprising: selecting a first non-3GPP interworking function (“N3IWF”) for registering with a mobile communication network via the first N3IWF; transmitting a first message to the first N3IWF, the first message containing a first non-access stratum (“NAS”) message that initiates a first registration procedure with the mobile communication network; receiving a first response from the first N3IWF, wherein the first response contains comprises an address of a second N3IWF, an indication that the first N3IWF does not provide service for the UE, a security mode control (“SMC”) request message for establishing a security context, and an identity of an access and mobility management function (“AMF”) in the mobile communication network; transmitting a second message to the first N3IWF in response to the indication that the first N3IWF does not provide services for the UE, the second message indicating that the first registration procedure via the first N3IWF is to be stopped; transmitting a third message to the second N3IWF, the third message indicating that the first registration is to be relocated to the second N3IWF; and completing the first registration procedure via the second N3IWF. 15 . The method of claim 14 , wherein the first message contains an identity of the mobile communication network and an establishment cause. 16 . The method of claim 15 , wherein the establishment cause indicates that the first registration is to be relocated to the second N3IWF. 17 . The method of claim 14 , wherein the first response is received after mutual authentication and key agreement. 18 . The method of claim 14 , wherein the third message comprises a second NAS message that resumes the first registration procedure via the second N3IWF. 19 . The method of claim 18 , wherein the first NAS message is a Registration Request message and the second NAS message is a SMC Complete message. 20 . The method of claim 14 , wherein the third message contains the identity of the AMF, wherein the identity of the AMF indicates that the first registration is to be relocated to the second N3IWF, and wherein the identity of the AMF is used by the second N3IWF to select the same AMF selected by the first N3IWF.
