Aspects of the subject disclosure may include, for example, obtaining network-related information for a terrestrial cell and for an aerial cell that has been deployed to offload traffic from the terrestrial cell, determining whether traffic has been offloaded from the terrestrial cell to the aerial cell based on the network-related information obtained over time, responsive to a determination that traffic has been offloaded, determining whether a current load on the terrestrial cell satisfies a threshold, responsive to a determination that the current load satisfies the threshold, instructing the aerial cell to enable boosting of synchronization signal power, obtaining additional network-related information for the terrestrial cell and the aerial cell, identifying whether additional traffic has been offloaded from the terrestrial cell to the aerial cell based on the additional network-related information, and performing action(s) to increase or decrease the synchronization signal power based on the identifying. Other embodiments are disclosed.

What is claimed is: 1 . A device, comprising: a processing system including a processor; and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising: obtaining, over time, network-related information for a terrestrial cell and for an aerial cell that has been deployed to offload traffic from the terrestrial cell; determining whether traffic has been offloaded from the terrestrial cell to the aerial cell based on the network-related information obtained over time; responsive to a first determination that traffic has been offloaded, determining whether a current load on the terrestrial cell satisfies a threshold; responsive to a second determination that the current load satisfies the threshold, instructing the aerial cell to enable boosting of synchronization signal power; obtaining additional network-related information for the terrestrial cell and the aerial cell; identifying whether additional traffic has been offloaded from the terrestrial cell to the aerial cell based on the additional network-related information; and performing one or more actions to increase or decrease the synchronization signal power based on the identifying. 2 . The device of claim 1 , wherein the synchronization signal power comprises a power of a synchronization signal block (SSB), wherein the SSB is broadcast by a base station corresponding to the aerial cell and is utilized by a user equipment (UE) to acquire time and frequency synchronization information needed for logical connection with the base station, and wherein increasing the synchronization signal power enables the UE to receive the time and frequency synchronization information even at a greater distance of that UE from the base station. 3 . The device of claim 1 , wherein the determining whether traffic has been offloaded from the terrestrial cell to the aerial cell comprises determining whether there is an increase in an available network bandwidth or capacity of the terrestrial cell that corresponds to a decrease in an available network bandwidth or capacity of the aerial cell. 4 . The device of claim 1 , wherein the network-related information and the additional network-related information include data regarding available bandwidth, available capacity, throughput, or a combination thereof. 5 . The device of claim 1 , wherein the aerial cell corresponds to an uncrewed aerial vehicle (UAV) equipped with one or more small cells capable of providing network connectivity for user equipments (UEs). 6 . The device of claim 1 , wherein the one or more actions comprise decreasing the synchronization signal power in accordance with identifying that additional traffic has not been offloaded from the terrestrial cell to the aerial cell. 7 . The device of claim 1 , wherein the one or more actions comprise increasing the synchronization signal power in accordance with identifying that additional traffic has been offloaded from the terrestrial cell to the aerial cell. 8 . The device of claim 1 , wherein the identifying comprises identifying whether there is an increase in an available network bandwidth or capacity of the terrestrial cell that corresponds to a decrease in an available network bandwidth or capacity of the aerial cell. 9 . The device of claim 1 , wherein the network-related information includes network-related information for a second aerial cell that has been deployed to offload traffic from the terrestrial cell, wherein the determining whether traffic has been offloaded comprises determining whether traffic has been offloaded from the terrestrial cell to the aerial cell or the second aerial cell, wherein the instructing comprises instructing the second aerial cell to enable boosting of synchronization signal power, wherein the additional network-related information includes additional network-related information for the second aerial cell, wherein the identifying comprises identifying whether additional traffic has been offloaded from the terrestrial cell to the aerial cell or the second aerial cell, and wherein the one or more actions include one or more actions to increase or decrease the synchronization signal power of the second aerial cell. 10 . The device of claim 1 , wherein the processing system is implemented in a multi-access edge computing (MEC) device, a self-organizing network (SON), or a radio access network (RAN) intelligent controller (RIC). 11 . A non-transitory machine-readable medium, comprising executable instructions that, when executed by a processing system including a processor, facilitate performance of operations, the operations comprising: analyzing traffic-related information for one or more terrestrial cells and for one or more aerial cells that have been deployed to offload traffic from the one or more terrestrial cells; determining that traffic has been offloaded from the one or more terrestrial cells to the one or more aerial cells based on the analyzing; responsive to the determining, commanding the one or more aerial cells to increase synchronization signal block (SSB) power; after the commanding, analyzing additional traffic-related information for the one or more terrestrial cells and the one or more aerial cells; identifying that additional traffic has been offloaded from the one or more terrestrial cells to the one or more aerial cells based on the analyzing the additional traffic-related information; and commanding the one or more aerial cells to further increase the SSB power based on the identifying. 12 . The non-transitory machine-readable medium of claim 11 , wherein the traffic- related information and the additional traffic-related information comprise data regarding available bandwidth, available capacity, throughput, or a combination thereof. 13 . The non-transitory machine-readable medium of claim 11 , wherein the SSB comprises a plurality of orthogonal frequency-division multiplexing (OFDM) symbols. 14 . The non-transitory machine-readable medium of claim 11 , wherein the operations further comprise additionally commanding the one or more aerial cells to further increase the SSB power based on identifying further traffic being offloaded from the one or more terrestrial cells to the one or more aerial cells. 15 . The non-transitory machine-readable medium of claim 11 , wherein the one or more terrestrial cells and the one or more aerial cells employ Fifth Generation (5G) wireless technology. 16 . A method, comprising: transmitting, by a processing system of a drone including a processor, network-related information to a core network system, wherein the drone has been deployed to provide an aerial cell to offload traffic from a terrestrial base station; after the providing, receiving, by the processing system, a command from the core network system to boost power of synchronization signals; responsive to the receiving the command, boosting, by the processing system, the power of the synchronization signals and outputting, by the processing system, the synchronization signals; and after the boosting and the outputting, participating, by the processing system, in handovers of one or more user equipments (UEs) located within a threshold distance from the drone proximate to an edge of the aerial cell, wherein the participating is responsive to the one or more UEs synchronizing with the aerial cell in frequency and time due to the boosting of the power of the synchronization signals. 17 .
