Disclosed embodiments are related to various Radio Equipment implementations based on the European Union Radio Equipment Directive. Embodiments include implementations for safety and health, electromagnetic compatibility, and the efficient use of the radio spectrum, and cyber security including, inter alia, privacy protection and protection against fraud. Furthermore, additional aspects cover interoperability, access to emergency services, and compliance regarding the combination of Radio Equipment and software. The invention claimed is: 1 . One or more non-transitory computer-readable media (NTCRM) comprising instructions for governing access to a set of data items, wherein execution of the instructions by a radio control framework (RCF) of a radio equipment (RE) is to cause the RCF to: generate a statistical model for facilitating access to a set of data items based on a number of times access for individual data items of the set of data items are requested, a reason for each request to access the individual data items, and interdependencies or relationships between each request to access the individual data items; facilitate access to individual data items of the set of data items based on the statistical model; generate a security data container; and cause transmission of the security data container over a security channel different from other channels of an underlying network access protocol. 2 . The one or more NTCRM of claim 1 , wherein each request to access the individual data items includes a category indicator indicating the reason for accessing the individual data items, wherein the category indicator includes: an identifier of each entity that requested the individual data items, an intended use for the individual data items, and a certificate of each entity that requested the individual data items. 3 . The one or more NTCRM of claim 1 , wherein the statistical model is based on one or more of: a time since a previous access to any data item requested by any requesting entity of a set of requesting entities; a number of accesses to any data item within a given time interval requested by any requesting entity of the set of requesting entities; a time since a previous access to a given data item requested by an authorized requesting entity of the set of requesting entities; a number of accesses to a given data item within a given time interval requested by an authorized entity of the set of requesting entities; a time since a last access to any data item requested by an authorized requesting entity of the set of requesting entities; a number of accesses to any data item within a given time interval and requested by an authorized requesting entity of the set of requesting entities; a time since a previous access to a given data item under a condition that one or more other data items had been accessed during a given time interval; a geographic area or a current location of a requesting entity of the set of requesting entities; a geographic area or a current location of a requested data item; mobility information of the requesting entity; mobility information of equipment storing the requested data item; one or more devices proximate or within a predefined distance of the requesting entity; and one or more devices proximate or within a predefined distance of the equipment storing the requested data item. 4 . The one or more NTCRM of claim 1 , wherein execution of the instructions is to cause the RCF to: update the statistical model in response to receipt of each request for an individual data item based on the individual data items that were requested, a reason for the request, and any interdependencies or relationships between the request and one or more other requests or other data items. 5 . The one or more NTCRM of claim 1 , wherein, to facilitate the access to the individual data items, execution of the instructions is to cause the RCF to: grant access to the individual data items when the requests for access to the individual data items are compatible with the statistical model; and deny access to the individual data items when the requests for access to the individual data items are not compatible with the statistical model. 6 . The one or more NTCRM of claim 1 , wherein the security data container comprises: a Privacy Hierarchy Level (PHL) tag associated with user data, wherein the PHL tag is an integer, Boolean value, a character, a character string, or one or more bits, and a security identifier (ID) data element that carries a security ID, a preamble data element to carry a security preamble, a pointer data element to carry a security pointer, the security pointer pointing to a secure resource that stores the user data, and a secure information data element to carry data for transmission. 7 . The one or more NTCRM of claim 6 , wherein the PHL is among a plurality of PHLs, and the plurality of PHLs comprises a first (public data) level indicating that associated data is not privacy related and can be freely shared, a second level indicating that associated data is indirectly related to a user which may be used to infer privacy-related information, a third level indicating that associated data is historical data related to a context of a user, a fourth level indicating that associated data is current data related to the context of the user, and fifth level indicating that associated data is intimate or sensitive and high-related to user privacy. 8 . The one or more NTCRM of claim 7 , wherein, to cause transmission of the security data container, execution of the instructions is to cause the RCF to cause a radio platform of the RE to: transmit the data container over the security channel only when the PHL of the user data is the third level, the fourth level, or the fifth level; transmit the data container over a broadcast channel when the PHL associated with the user data is the first level; and transmit the data container over a data channel when the PHL associated with the user data is the second level. 9 . The one or more NTCRM of claim 6 , wherein execution of the instructions is to cause the RCF to: generate the security ID as a bit string representation of a device ID of the device, wherein the bit string representation comprises K active bits and N additional active bits, wherein K and N are numbers, and the N bits are only known to authorized entities; and insert the generated security ID into the security ID data element.
