What is claimed is: 1 . An inlet locking collar assembly for coupling to an outlet member of a hose reel enclosure, comprising: a securing member including an arm and a clip; an inlet member including: a first end configured to be fluidly coupled to a fluid source; a second end fluidly coupled to the first end, the second end configured to be fluidly coupled to the outlet member; and a channel; and a collar including: a first edge configured to receive the second end of the inlet member; a second edge configured to receive the outlet member; a flange including: a notch configured to receive the clip of the securing member; a top edge disposed entirely on a first plane; and a bottom edge disposed entirely on a second plane parallel with the first plane; and a recess; wherein the securing member is configured to couple the inlet member and the collar when the second end of the inlet member is received by the first edge of the collar, the channel of the inlet member is aligned with the recess of the collar, the arm of the securing member is disposed in the recess of the collar and received in the channel of the inlet member, and the clip of the securing member is received in the notch of the flange. 2 . The inlet locking collar assembly of claim 1 , wherein the inlet member has a cylindrical inner surface to allow for liquid to flow to the outlet member from the inlet member, and to a hose from the outlet member. 3 . The inlet locking collar assembly of claim 2 , wherein the inner surface forms a conduit through the inlet member from the first end to the second end. 4 . The inlet locking collar assembly of claim 1 , wherein the arm includes a first arm and a second arm. 5 . The inlet locking collar assembly of claim 4 , wherein the first arm is disposed in a first plane, the second arm is disposed in a second plane, and the first plane and the second plane are parallel. 6 . The inlet locking collar assembly of claim 4 , wherein the channel includes a first channel configured to receive the first arm and a second channel configured to receive the second arm. 7 . The inlet locking collar assembly of claim 6 , wherein the recess includes a first recess configured to receive the first arm and a second recess configured to receive the second arm. 8 . The inlet locking collar assembly of claim 7 , wherein the first channel and the first recess are aligned to receive the first arm simultaneously and the second channel and the second recess are aligned to receive the second arm simultaneously. 9 . The inlet locking collar assembly of claim 1 , wherein the first end of the inlet member is configured to be threadably connected to the fluid source. 10 . The inlet locking collar assembly of claim 1 , wherein the inlet member is formed of metal. 11 . The inlet locking collar assembly of claim 1 , further comprising an outlet member. 12 . The inlet locking collar assembly of claim 11 , wherein the securing member is configured to couple the inlet member, the collar, and the outlet member. 13 . A hose reel enclosure, comprising the inlet locking collar assembly of claim 1 . 14 . The hose reel enclosure of claim 13 , further comprising a sidewall configured to receive the collar. 15 . The hose reel enclosure of claim 14 , wherein assembly of the securing member, the inlet member, and the collar couples the inlet locking collar assembly to the sidewall of the hose reel enclosure, the assembly including where the second end of the inlet member is received by the first edge of the collar, the channel of the inlet member is aligned with the recess of the collar, the arm of the securing member is disposed in the recess of the collar and received in the channel of the inlet member, and the clip of the securing member is received in the notch of the flange. 16 . The hose reel enclosure of claim 14 , wherein the sidewall includes an aperture recessed within the sidewall and configured to receive the collar. 17 . The hose reel enclosure of claim 13 , further comprising a spool. 18 . The hose reel enclosure of claim 17 , wherein the spool includes a barrel with a first flange disposed at a first edge of the barrel and a second flange disposed at a second edge of the barrel. 19 . The hose reel enclosure of claim 18 , wherein the inlet member and the collar are disposed in the first flange of the spool. 20 . The hose reel enclosure of claim 17 , further comprising a crank disposed adjacent to a sidewall of the hose reel enclosure.
