What is claimed is: 1 . A payload receiver apparatus comprising: a base configured to receive a payload suspended from an uncrewed aerial vehicle (UAV); an extending member having an upper end positioned above the base; and a first tether engager including a first end attached to the extending member, wherein the first tether engager extends in a first direction from the extending member; wherein the base includes a payload platform positioned below the first end of the tether engager and configured to receive a payload thereon; wherein the first tether engager is adapted to guide a tether having a first end attached to the UAV and a second end attached to a payload coupling apparatus to a position above the payload platform; and wherein a lower end of the extending member is mounted to the base. 2 . The payload receiver apparatus of claim 1 , wherein the payload platform is configured to move to an open position so as to provide access to the base and allow the payload to enter the base. 3 . The payload receiver apparatus of claim 2 , wherein the payload platform is operable to measure a force of a payload received on the payload platform to determine the presence or weight of the payload on the payload platform. 4 . The payload receiver apparatus of claim 3 , wherein when the payload platform determines the presence or weight of the payload on the payload platform, the payload platform is configured to move to an open position so as to provide access to a storage area of the base. 5 . The payload receiver apparatus of claim 1 , wherein the base includes an access door for retrieving the payload from the base. 6 . The payload receiver apparatus of claim 5 , wherein the access door is adapted to be locked. 7 . The payload receiver apparatus of claim 1 , further comprising a motorized rover is positioned in the base; wherein the payload platform is positioned above the motorized rover; and wherein the motorized rover is operable to transport the payload from the base. 8 . The payload receiver apparatus of claim 7 , further comprising one or more doors positioned over the payload platform that are operable to open when a determination is made that the payload is approaching the payload platform to be delivered to the payload receiver apparatus. 9 . The payload receiver apparatus of claim 1 , wherein the payload platform is formed by a conveyor belt adapted to move the payload. 10 . The payload receiver apparatus of claim 1 , further comprising a second tether engager extends in a second direction from the extending member. 11 . The payload receiver apparatus of claim 10 , further comprising a payload holder positioned on the upper end of the extending member on a side of the upper end that is opposite from a position of the first and second tether engagers; and a channel coupled to the extending member, the channel having a first end and a second end, the channel having a tether slot adapted for receiving the tether; wherein the channel is adapted to receive the payload coupling apparatus. 12 . The payload receiver apparatus of claim 11 , further comprising a third tether engager that extends from the upper end of the extending member adjacent a first side of the payload holder and a fourth tether engager that extends from the upper end of the extending member adjacent a second side of the payload holder; wherein the third and fourth tether engagers are positioned above a position of the first and second tether engagers and above the payload holder; wherein a second payload platform is mounted to the extending member beneath the third and fourth tether engagers, the second payload platform adapted to receive a second payload; and wherein when the second payload is delivered onto the second payload platform, the second payload is directed into position on the payload holder where the second payload is in position to be retrieved by a second payload retriever suspended by a second tether attached to a second UAV. 13 . The payload receiver apparatus of claim 1 , wherein the extending member comprises a post. 14 . The payload receiver apparatus of claim 1 , wherein the payload platform is positioned underneath the first tether engager. 15 . The payload receiver apparatus of claim 1 , wherein the payload platform is configured to move the payload from an initial landing location on the payload platform and away from the payload receiver apparatus. 16 . The payload receiver apparatus of claim 1 , further comprising a payload target location positioned on the payload platform. 17 . A payload receiver apparatus comprising: a base configured to receive a payload suspended from an uncrewed aerial vehicle (UAV); an extending member having an upper end positioned above the base; and a first tether engager including a first end attached to the extending member, wherein the first tether engager extends in a first direction from the extending member; wherein the base includes a payload platform positioned below the first end of the tether engager and configured to receive a payload thereon, wherein the first tether engager is adapted to guide a tether having a first end attached to the UAV and a second end attached to a payload coupling apparatus to a position above the payload platform, and wherein the payload platform is attached to the extending member. 18 . A payload receiver apparatus comprising: a base configured to receive a payload suspended from an uncrewed aerial vehicle (UAV); an extending member having an upper end positioned above the base; a first tether engager including a first end attached to the extending member, wherein the first tether engager extends in a first direction from the extending member, wherein the first tether engager is adapted to guide a tether having a first end attached to the UAV and a second end attached to a payload coupling apparatus to a position above the payload platform, wherein the base includes a payload platform positioned below the first end of the tether engager and configured to receive a payload thereon; and a bar attached to the extending member above the payload platform to control fore and aft movement of the tether when the payload is lowered to the payload platform.
