What is claimed is: 1 . A proton conductor comprising: a compound represented by chemical formula BaZr (1-x-y) Yb x Sc y O 3-δ , wherein the chemical formula satisfies 0<x<0.5, 0<y<0.5, 0.15<(x+y)<0.5, and 0<δ<0.5. 2 . The proton conductor according to claim 1 , wherein the chemical formula satisfies mathematical formula: y≤x. 3 . The proton conductor according to claim 1 , wherein the chemical formula satisfies mathematical formula: 0.25≤(x+y)<0.5. 4 . The proton conductor according to claim 1 , wherein the chemical formula satisfies mathematical formula: (x+y)≤0.35. 5 . The proton conductor according to claim 1 , wherein the chemical formula satisfies mathematical formula: 0.15≤x<0.5. 6 . The proton conductor according to claim 1 , wherein the chemical formula satisfies mathematical formulas: x=0.2 and y=0.1. 7 . An electrolyte membrane comprising: the proton conductor according to claim 1 . 8 . A membrane electrode assembly comprising: the electrolyte membrane according to claim 7 ; and a first electrode provided on a first main surface of the electrolyte membrane. 9 . An electrochemical cell comprising: the membrane electrode assembly according to claim 8 ; and a second electrode, the first electrode, the electrolyte membrane and the second electrode being arranged in the order. 10 . A fuel cell stack comprising: a plurality of the electrochemical cells according to claim 9 . 11 . The proton conductor according to claim 1 , wherein the chemical formula satisfies mathematical formula: 0.20≤(x+y)<0.5.
