A scooter device that can be propelled by side to side movement of a user is disclosed. The scooter device includes at least a first front wheel, at least a second and a third rearward located wheel, a frame structure through which the first wheel is coupled to the second and third wheels, wherein the second and third rearward located wheels are mounted in a biased direction arrangement and a steering mechanism that has a vertically ascending control member and is coupled to the first wheel such that turning of the steering mechanism achieves a turning of the first wheel, the steering mechanism further coupled to the frame structure such that the steering mechanism may be tilted relative to the frame structure. The frame structure can includes a first foot placement platform extending above the second wheel and a second foot placement platform extending above the third wheel.

What is claimed is: 1. A personal mobility vehicle comprising: a frame comprising: a front end comprising a rotatable joint; and a first leg comprising a first caster wheel and a second leg comprising a second caster wheel, the first and second caster wheels located rearward of the rotatable joint; and a steering mechanism comprising: a steering shaft comprising an upper end, a lower end, and an intermediate portion between the upper and lower ends; a handgrip connected to the upper end of the steering shaft; a front wheel connected to the lower end of the steering shaft; an electric motor configured to drive the front wheel; and a support that connects the steering mechanism to the rotatable joint of the frame such that the steering mechanism is tiltable relative to the frame, wherein the support is connected to the intermediate portion of the steering shaft and extends downwardly and rearwardly toward the rotatable joint. 2. The personal mobility vehicle of claim 1 , further comprising a first platform and a second platform that are connected to the frame and are spaced apart from each other, the first platform having an upper surface configured to support a first foot of a user and the second platform having an upper surface configured to support a second foot of the user. 3. The personal mobility vehicle of claim 1 , further comprising a seat. 4. The personal mobility vehicle of claim 1 , further comprising a brake assembly configured to selectively apply a braking force to the front wheel. 5. The personal mobility vehicle of claim 1 , wherein the first and second legs are fixed relative to each other. 6. The personal mobility vehicle of claim 1 , wherein the personal mobility vehicle is configured such that an application of a lateral force on the steering mechanism results in tilting of the steering mechanism relative to the frame. 7. The personal mobility vehicle of claim 6 , wherein the steering mechanism is biased to return to an initial position when the application of the lateral force is removed. 8. A personal mobility vehicle comprising: a frame comprising: a front end comprising a rotatable joint; and a first leg comprising a first caster wheel and a second leg comprising a second caster wheel, the first and second caster wheels located rearward of the rotatable joint; and a steering mechanism comprising: a handgrip; a front wheel, a top of the front wheel being higher than the rotatable joint; an electric motor configured to drive the front wheel; and a support that connects the steering mechanism to the rotatable joint of the frame such that the steering mechanism is tiltable relative to the frame; wherein a vertical plane intersects the support, the rotatable joint, and the front wheel. 9. The personal mobility vehicle of claim 8 , wherein the vertical plane is a central vertical plane of the personal mobility vehicle. 10. The personal mobility vehicle of claim 8 , further comprising a first platform and a second platform that are connected to the frame and are spaced apart from each other, the first platform having an upper surface configured to support a first foot of a user and the second platform having an upper surface configured to support a second foot of the user. 11. The personal mobility vehicle of claim 8 , wherein the rotatable joint comprises a first member and a second member, the second member being coaxially aligned with the first member and configured to rotate relative to the first member. 12. The personal mobility vehicle of claim 8 , further comprising a seat. 13. The personal mobility vehicle of claim 8 , wherein the support extends upwardly and forwardly from the rotatable joint. 14. A personal mobility vehicle comprising: a rear comprising: a frame comprising a rotatable joint that extends along a central longitudinal axis of the personal mobility vehicle, a first leg, and a second leg; a first caster wheel connected to the first leg; and a second caster wheel connected to the second leg; a front comprising: a steering shaft; a handgrip connected to an upper end of the steering shaft; a front wheel connected to a lower end of the steering shaft, the entire front wheel located in front of the rotatable joint; an electric motor configured to drive the front wheel; and a support that connects the front to the rotatable joint such that the front is tiltable around the central longitudinal axis of the personal mobility vehicle relative to the frame. 15. The personal mobility vehicle of claim 14 , further comprising a first foot platform connected to the first leg and a second foot platform connected to the second leg. 16. The personal mobility vehicle of claim 14 , further comprising a support member that rigidly connects the first and second legs. 17. The personal mobility vehicle of claim 14 , wherein the frame further comprises a seat. 18. The personal mobility vehicle of claim 14 , wherein the longitudinal axis intersects the front wheel. 19. The personal mobility vehicle of claim 14 , wherein a top of the front wheel is higher than the rotatable joint. 20. A personal mobility vehicle comprising: a rear comprising: a frame comprising a rotatable joint that extends along a central longitudinal axis of the personal mobility vehicle, a first leg, and a second leg; a first caster wheel connected to the first leg; and a second caster wheel connected to the second leg; a front comprising: a steering shaft; a handgrip connected to an upper end of the steering shaft; a front wheel connected to a lower end of the steering shaft, a top of the front wheel being higher than the rotatable joint; an electric motor configured to drive the front wheel; and a support that connects the front to the rotatable joint such that the front is tiltable around the central longitudinal axis of the personal mobility vehicle relative to the frame.
