A method of generating map data indicating a deviation from expected jam conditions on a segment of a plurality of segments in an area covered by an electronic map, the segment having associated therewith a jam probability indicating the likelihood of a jam on that segment. The method comprises establishing an expected jam condition for the segment based on the jam probability of that segment, and then obtaining live data indicating the jam conditions on at least one of the plurality of other segments in the area. A revised jam condition can then be established for the segment using the obtained live data.

What is claimed is: 1. A method for generating map data including a jam condition for a segment from among a plurality of segments in an area covered by an electronic map, the segment having associated therewith a jam probability indicating a likelihood of a traffic jam on the segment, the method comprising: determining an expected jam condition for the segment based on the jam probability of the segment; obtaining live data indicating a respective jam condition for at least one other segment among the plurality of segments, the live data including travel times and supporting data for the at least one other segment, the supporting data including information about conditions affecting traffic on the at least one other segment; determining the live data is inconsistent with the expected jam condition; in response to determining the live data is inconsistent with the expected jam condition, acquiring additional live data and determining a revised jam condition for the segment based at least in part on the additional live data, the determining of the revised jam condition including weighting the supporting data relative to the travel times, the weighting based on whether the supporting data meets at least one supporting data condition; generating, based at least in part on the revised jam condition for the segment, a navigation route for guiding a user during navigation; and presenting, to the user, information about the at least one navigation route. 2. The method of claim 1 , wherein determining the revised jam condition includes selecting a second jam probability that is different than a first jam probability used for determining the expected jam condition. 3. The method of claim 1 , wherein determining the revised jam condition for the segment comprises: according the live data more influence in determining the revised jam condition when the live data meets an amount and/or reliability threshold; and according the live data less influence in determining the revised jam condition when the live data does not meet the amount and/or reliability threshold. 4. The method of claim 1 , comprising: outputting a jam warning when the revised jam condition indicates that the segment is experiencing a jam condition. 5. The method of claim 1 , wherein the at least one other segment is or has at least one of: located in a specified map area; located within a given distance of the segment; part of a predetermined route; a same travel direction as the segment; and/or previously determined to have traffic jam problems. 6. The method of claim 1 , wherein the supporting data is acquired from at least one of: a calendar source; a journalistic or other traffic information reporting source; and a weather information reporting source. 7. The method of claim 1 , wherein determining the revised jam condition for the segment comprises: obtaining, as part of the live data, travel speeds for the at least one other segment; and using the expected jam condition and a proportion of travel speeds above a jam threshold speed on the at least one other segment as inputs to a function, an output of the function being the revised jam condition. 8. A system that generates map data including a jam condition for a segment from among a plurality of segments in an area covered by an electronic map, the segment having associated therewith a jam probability indicating a likelihood of a traffic jam on the segment, the system comprising: at least one processor, the at least one processor configured to: determine an expected jam condition for the segment based on the jam probability of the segment; obtain live data indicating a respective jam condition for at least one other segment among the plurality of segments, the live data including travel times and supporting data for the at least one other segment, the supporting data including information about conditions affecting traffic on the at least one other segment; determine the live data is inconsistent with the expected jam condition; in response to the determination that the live data is inconsistent with the expected jam condition, acquire additional live data and determine a revised jam condition for the segment based at least in part on the additional live data, the determining of the revised jam condition including weighting the supporting data relative to the travel times, the weighting based on whether the supporting data meets at least one supporting data condition; generate, based at least in part on the revised jam condition for the segment, a navigation route for guiding a user during navigation; and present, to the user, information identifying the at least one navigation route. 9. The system of claim 8 , wherein, when determining the revised jam condition for the segment, the at least one processor is configured to: accord the live data more influence in determining the revised jam condition when the live data meets an amount and/or reliability threshold; and accord the live data less influence in determining the revised jam condition when the live data does not meet the amount and/or reliability threshold. 10. The system of claim 8 , wherein the processor is configured to: output a jam warning when the revised jam condition indicates that the segment is experiencing a jam condition. 11. A non-transitory computer readable storage medium storing instructions that, when executed by at least one processor, cause the at least one processor to perform a method for generating map data including a jam condition for a segment from among a plurality of segments in an area covered by an electronic map, the segment having associated therewith a jam probability indicating a likelihood of a traffic jam on the segment, and the method comprising: determining an expected jam condition for the segment based on the jam probability of the segment; obtaining live data indicating a respective jam condition for at least one other segment among the plurality of segments, the live data including travel times and supporting data for the at least one other segment, the supporting data including information about conditions affecting traffic on the at least one other segment; determining the live data is inconsistent with the expected jam condition; in response to determining the live data is inconsistent with the expected jam condition, acquiring additional live data and determining a revised jam condition for the segment based at least in part on the additional live data, the determining of the revised jam condition including weighting the supporting data relative to the travel times, the weighting based on whether the supporting data meets at least one supporting data condition; generating, based at least in part on the revised jam condition for the segment, a navigation route for guiding a user during navigation; and presenting, to the user, information about the at least one navigation route. 12. The non-transitory computer readable storage medium of claim 11 , wherein determining the revised jam condition for the segment comprises: according the live data more influence in determining the revised jam condition when the live data meets an amount and/or reliability threshold; and according the live data less influence in determining the revised jam condition when the live data does not meet the amount and/or reliability threshold. 13. The non-transitory computer readable storage medium of claim 11 , comprising: outputting a jam warning when the revised jam condition indicates that the segment is experiencing a jam condition.
