What is claimed is: 1. A switch device, comprising: a movable terminal including a snap action mechanism that bends a spring when a user moves an operating portion; a first fixed terminal that contacts the movable terminal when the spring is not bent; a second fixed terminal that contacts the movable terminal when the operating portion is moved by a specified amount to bend the spring; and a housing that accommodates at least the first fixed terminal, wherein: the first fixed terminal includes a first fixed terminal body that contacts the movable terminal, and a first fixed terminal connection pin bent sideward from the first fixed terminal body and mounted on a board; and the housing includes a groove portion that allows for passage of the first fixed terminal connection pin, wherein the housing includes a case and a cover, the case including an opening, and the cover closing the opening and configured to position the first fixed terminal, and the cover includes a projecting wall fitted into at least part of the groove portion when the cover is coupled to the case. 2. The switch device according to claim 1 , wherein at least part of the groove portion has a groove width that narrows in a direction in which the first fixed terminal is coupled to the case. 3. The switch device according to claim 1 , further comprising: a restriction wall arranged at an inner side of the groove portion in the housing and configured to limit entry of foreign material into the housing. 4. The switch device according to claim 1 , further comprising: a press-fitting mechanism that temporarily fixes the first fixed terminal to the housing when a proximal end of the first fixed terminal body is press-fitted to a press-fitting portion formed in the groove portion. 5. A switch device, comprising: a movable terminal including a snap action mechanism that bends a spring when a user moves an operating portion; a first fixed terminal that contacts the movable terminal when the spring is not bent; a second fixed terminal that contacts the movable terminal when the operating portion is moved by a specified amount to bend the spring; and a housing that accommodates at least the first fixed terminal, wherein: the first fixed terminal includes a first fixed terminal body that contacts the movable terminal, and a first fixed terminal connection pin bent sideward from the first fixed terminal body and mounted on a board; and the housing includes a groove portion that allows for passage of the first fixed terminal connection pin, the first fixed terminal body is C-shaped, the first fixed terminal connection pin is one of two first fixed terminal connection pins respectively arranged at two ends of the first fixed terminal body, and the groove portion is one of two groove portions respectively formed in two opposing side walls of the housing.
