What is claimed is: 1. A laundry treating apparatus including a lifter comprising: a base including a first side which is configured to be coupled to an inner circumferential surface of a drum, and a second side with an inner portion and an outer portion protruding to an inside of the drum from the first side; and a cover coupled to the second side of the base and configured to protrude away to the inside of the drum, and including an inner space to receive the inner portion of the second side of the base; wherein the inner portion and the outer portion of the second side are spaced apart from each other to form a coupling groove there between along an entire circumference of the second side, and a circumference of a lower portion of the cover is configured to fit into the coupling groove; wherein the cover includes a plurality of tabs protruded along the circumference of the lower portion, and wherein each of the plurality of tabs is configured to be inserted into a corresponding one of the plurality of holes and then bent to couple the base to the cover. 2. The laundry treating apparatus of claim 1 , wherein the base includes a hook at the first side of the base and that protrudes toward the inner circumferential surface of the drum, and wherein the hook is configured to be inserted into a hole provided in the inner circumferential surface of the drum to mount the base to the inner circumferential surface of the drum. 3. The laundry treating apparatus of claim 1 , wherein the base includes a first opening through the first side and the second side such that water is configured to pass through the opening and get into the inner space. 4. The laundry treating apparatus of claim 3 , wherein the cover includes a second opening formed on an upper surface of the cover. 5. The laundry treating apparatus of claim 1 , wherein a part of the inner portion of the second side of the base extends along an interior side surface of the circumference of the lower portion of the cover. 6. The laundry treating apparatus of claim 5 , wherein the inner portion of the second side extends into the inner space of the cover and contacts to the interior side surface of the circumference of the lower portion of the cover. 7. The laundry treating apparatus of claim 1 , wherein the outer portion of the second side of the base is positioned between the inner circumferential surface of the drum and an upper portion of the cover such that an entirety of the outer portion of the second side of the base is exposed below the upper portion of the cover.
