The invention claimed is: 1. A power supply management device comprising: a communicating module for receiving power supply information relating to noncontact power supply from at least one of a vehicle and a ground power supplying apparatus when noncontact power supply between the vehicle and the ground power supplying apparatus ends; and a processor configured to: judge that an abnormality relating to upload of the power supply information has occurred if the communicating module has not received the power supply information within a predetermined time period regardless of noncontact power supply having been scheduled, and notify deletion of a vehicle identification information of the vehicle judged to have the abnormality, through wide area wireless communication to the ground power supplying apparatus, and prohibit noncontact power supply between the vehicle and the ground power supplying apparatus. 2. The power supply management device according to claim 1 , wherein the predetermined time period is a time period until a predetermined time elapses from when the vehicle identification information of the vehicle has been registered in an identification information list of the ground power supplying apparatus. 3. The power supply management device according to claim 1 , wherein the predetermined time period is a time period until the processor judges that the vehicle has passed through an area of installation of the ground power supplying apparatus. 4. The power supply management device according to claim 1 , wherein the predetermined time period is a time period until the processor judges that the vehicle has departed outside of a predetermined nearby region at surroundings of the ground power supplying apparatus. 5. The power supply management device according to claim 1 , wherein the communicating module receives the power supply information from the vehicle and the ground power supplying apparatus, and if the communicating module has received power supply information from one of the vehicle and the ground power supplying apparatus and has not received the power supply information from the other of the vehicle and the ground power supplying apparatus within the predetermined time period, the processor is configured to judge that an abnormality has occurred in the other of the vehicle and the ground power supplying apparatus. 6. An abnormality judgment method including: receiving power supply information relating to noncontact power supply from at least one of a vehicle and a ground power supplying apparatus when noncontact power supply between the vehicle and the ground power supplying apparatus ends; judging that an abnormality relating to upload of the power supply information has occurred if not receiving the power supply information within a predetermined time period regardless of noncontact power supply having been scheduled; and notifying deletion of a vehicle identification information of the vehicle judged to have the abnormality, through wide area wireless communication to the ground power supplying apparatus, and prohibiting noncontact power supply between the vehicle judged to have the abnormality and the ground power supplying apparatus.
