The invention claimed is: 1. A detergent, comprising: (A) laurylhydroxysultaine, (B) a quaternary ammonium cation-modified silicone, and (C) 3 to 10% by mass of at least one member selected from the group consisting of a polyoxyethylene alkyl ether, a polyoxypropylene alkyl ether, an alkyl glucoside, and an alkyl glyceryl ether, wherein a mass ratio [(A)/(B)] of the component (A) to the component (B) is 1 or more and 100 or less, and wherein the content of an anionic surfactant is 1.0% by mass or less, wherein the component (B) is at least one member selected from the group consisting of quaternium-80 and silicone quaternium-22, wherein the content of the component (A) is 1% by mass or more and 30% by mass or less. 2. The detergent according to claim 1 , further comprising, as a component (A′), an ampholytic surfactant other than the component (A). 3. The detergent according to claim 1 , further comprising, as a component (B′), a silicone other than the component (B). 4. The detergent according to claim 1 , further comprising, as a component (D), a cationic surfactant. 5. The detergent according to claim 1 , which is a hair detergent. 6. A method for preventing entanglement of hair or fibers, the method comprising washing hair or fibers with the detergent of claim 1 . 7. A detergent, comprising: (A) laurylhydroxysultaine, and (B) a quaternary ammonium cation-modified silicone, wherein a mass ratio [(A)/(B)] of the component (A) to the component (B) is 1 or more and 100 or less, and wherein the content of an anionic surfactant is 0% by mass, wherein the component (B) is at least one member selected from the group consisting of quaternium-80 and silicone quaternium-22, wherein the content of the component (A) is 1% by mass or more and 30% by mass or less. 8. The detergent according to claim 7 , further comprising, as a component (A′), an ampholytic surfactant other than the component (A). 9. The detergent according to claim 7 , further comprising, as a component (B′), a silicone other than the component (B). 10. The detergent according to claim 7 , further comprising, as a component (C), a nonionic surfactant. 11. The detergent according to claim 7 , further comprising, as a component (D), a cationic surfactant. 12. The detergent according to claim 7 , which is a hair detergent. 13. A method for preventing entanglement of hair or fibers, the method comprising washing hair or fibers with the detergent of claim 7 .
