A timepiece dial including a base having a first region having a coating film provided at the surface of the base, a second region where laser light is radiated to the first region to remove the coating film, and a third region, in part of the first region, where the coating film is penetrated and the base is dug down, and the surface roughness of the third region is smaller than the surface roughness of the second region.

What is claimed is: 1. A timepiece dial comprising a base having a first region having a coating film provided at a surface of the base, a second region where laser light is radiated to the first region to remove the coating film, and a third region, in part of the first region, where the coating film is absent and the base has a recess including a cross-sectional shape having a pair of downwardly extending sidewalls that terminate at a bottom of the recess, and the bottom of the recess includes a pair of upwardly extending surfaces that meet to define an upwardly extending apex at a center of the bottom of the recess, wherein surface roughness of the third region is smaller than surface roughness of the second region. 2. The timepiece dial according to claim 1 , wherein optical reflectance of a surface of the third region is greater than optical reflectance of a surface of the second region. 3. The timepiece dial according to claim 1 , wherein the third region is surrounded by the first region. 4. The timepiece dial according to claim 1 , wherein the first region is provided between the second region and the third region. 5. The timepiece dial according to claim 1 , wherein at least one of the second region and the third region includes a plated layer. 6. The timepiece dial according to claim 1 , wherein the coating film in the first region is a nonconductor. 7. A timepiece comprising the timepiece dial according to claim 1 .
