What is claimed is: 1. An object detection system comprising: a ranging device that emits light so as to pass through a detection region and receives reflected light, wherein the ranging device is configured to perform a scan by changing an optical path of emitted light; and a reflection member that is provided in a scan range so as to reflect light passing through the detection region toward the ranging device, wherein the reflection member includes a first part and a second part having lower reflectance than the first part, the first part is, within a range of the scan, a range in which light emitted from the ranging device is incident, and the second part is, within a range of the scan, a range in which light emitted from the ranging device is not incident. 2. The object detection system according to claim 1 , wherein, of reflected light from the reflection member, intensity of reflected light from the reflection member toward the ranging device is stronger than that of reflected light from the reflection member toward a direction other than the ranging device. 3. The object detection system according to claim 1 , wherein the reflection member includes a retroreflection material. 4. The object detection system according to claim 1 , wherein the reflection member includes a specular reflection material. 5. The object detection system according to claim 1 , wherein the second part is arranged surrounding the first part. 6. The object detection system according to claim 1 , wherein the first part is provided with either a retroreflection material or a specular reflection material, and wherein the second part is provided with neither a retroreflection material nor a specular reflection material. 7. The object detection system according to claim 1 , wherein a base member at the second part has a surface treated to reduce reflectance. 8. The object detection system according to claim 7 , wherein the surface of the base member at the second part is covered with a light absorbing material. 9. The object detection system according to claim 7 , wherein surface roughness of the base member at the second part is greater than that of the base member at the first part. 10. The object detection system according to claim 1 , wherein the object detection system is a Light Detection and Ranging (LiDAR) device that acquires distance information based on light reflected by the object. 11. An article display shelf comprising: the object detection system according to claim 1 ; and a display portion on which an article is displayed. 12. The article display shelf according to claim 11 , wherein the ranging device is arranged at a first side of the display portion, and wherein the reflection member is arranged at a second side of the display portion that faces the first side.
