Presented herein are systems and methods for backing up and restoring related backup data stored in different cloud storage tiers in a cloud storage environment. Backup data generated during a backup job is stored to different cloud storage tiers based on the type of data and a storage policy comprising designations of a first cloud storage tier and a second cloud storage tier. Backup metadata and index data is stored in the designated first cloud storage tier and backup payload data is stored in the designated second cloud storage tier. Designations of the storage tiers are based on the attributes associated with each tier of cloud storage. During restore, the backup payload data is recalled from the second storage tier into the first storage tier where it is used to restore to the destination client or customer.

What is claimed is: 1. An information management system configured to store backed-up data using different cloud storage tiers, the information management system comprising: one or more computing devices comprising computer hardware configured to: generating a storage policy for backing up a primary dataset, wherein the storage policy comprises a data structure or file for storing one or more preferences or criteria for performing operations on primary or secondary copies of data associated with the storage policy, wherein the storage policy indicates that: metadata collected in a backup operation of the primary dataset and a backup index associated with the backup operation are to be stored in a first cloud storage tier in a cloud storage environment, payload data of the primary dataset is to be backed up into a second cloud storage tier in the cloud storage environment; wherein the first cloud storage tier is distinct from the second cloud storage tier; storing the storage policy; initiating a first backup operation of the primary dataset according to the storage policy, wherein execution of the first backup operation results in a storing of a backed-up payload data in the second cloud storage tier; and in response to a user-supplied request to restore at least part of the primary dataset from backup storage in the cloud storage environment: recall backed-up payload data of the at least part of the primary dataset from the second cloud storage tier to the first cloud storage tier, and restore the backed-up payload data of the at least part of the primary dataset from the first cloud storage tier to a data storage device associated with the user-supplied request to restore. 2. An information management system of claim 1 , wherein the one or more computing devices is further configured to: present to a user through a user interface, information about backed-up payload data, wherein the information is obtained by accessing at least one of: the backup index, and the metadata in the first cloud storage tier without accessing the backed-up payload data in the second cloud storage tier. 3. An information management system of claim 1 , wherein the one or more computing devices is further configured to: present to a user through a user interface: a first option to designate a first cloud storage tier from among a first plurality of cloud storage tiers of a cloud storage environment, and a second option to designate a second cloud storage from among a second plurality of cloud storage tiers; and receive through the user interface, a first user-supplied selection of the first cloud storage tier and a second user-supplied selection of the second cloud storage tier. 4. An information management system of claim 1 , wherein the backup index comprises metadata about and storage location information of the backed-up payload data at the second cloud storage tier. 5. An information management system of claim 1 , wherein the cloud storage environment is managed by a vendor different from a vendor managing the storage policy. 6. An information management system of claim 1 , wherein the cloud storage environment and the storage policy are managed by same vendor. 7. An information management system of claim 1 , wherein the storage policy identifies the primary dataset for backup, and comprises a backup schedule for performing backup operations, including the first backup operation, and wherein the first backup operation is initiated by a storage manager that executes on one of the one or more computing devices. 8. An information management system of claim 1 , wherein the first cloud storage tier is distinct from the second cloud storage tier in at least one of: allowing data to be accessed more frequently than the second cloud storage tier, providing faster data retrieval than the second cloud storage tier, costing more per unit of data storage than the second cloud storage tier, costing more for reading from and writing data to the first cloud storage tier than the second cloud storage tier, and lacking minimum stay charges for data at the first cloud storage tier. 9. A computer-implemented method for storing backed-up data using different cloud storage tiers, the computer-implemented method comprising: by one or more computing devices comprising one or more hardware processors and computer memory: generating a storage policy for backing up a primary dataset, wherein the storage policy comprises a data structure or file for storing one or more preferences or criteria for performing operations on primary or secondary copies of data associated with the storage policy, wherein the storage policy indicates that: metadata collected in a backup operation of the primary dataset and a backup index associated with the backup operation are to be stored in a first cloud storage tier in a cloud storage environment, payload data of the primary dataset is to be backed up into a second cloud storage tier in the cloud storage environment; wherein the first cloud storage tier is distinct from the second cloud storage; initiating a first backup operation of the primary dataset according to the storage policy, wherein execution of the first backup operation results in a storing of a backed-up payload data in the second cloud storage tier; and responsive to a user-supplied request to restore at least part of the primary dataset from backup storage in the cloud storage environment, initiating a restore operation comprising: recalling backed-up payload data of the at least part of the primary dataset from the second cloud storage tier to the first cloud storage tier, and restoring the backed-up payload data of the at least part of the primary dataset from the first cloud storage tier to a data storage device associated with the user-supplied request to restore. 10. The computer-implemented method of claim 9 further comprising: presenting in a user interface, information about the backed-up payload data, wherein the information is obtained by accessing at least one of: the backup index, and the metadata in the first cloud storage tier without accessing the backed-up payload data in the second cloud storage tier. 11. The computer-implemented method of claim 9 further comprising: presenting to a user through a user interface: a first option to designate a first cloud storage tier from among a first plurality of cloud storage tiers of a cloud storage environment, and a second option to designate a second cloud storage from among a second plurality of cloud storage tiers; and receiving through the user interface, a first user-supplied selection of the first cloud storage tier and a second user-supplied selection of the second cloud storage tier. 12. The computer-implemented method of claim 9 , wherein the backup index comprises metadata about and storage location information of the backed-up payload data at the second cloud storage tier. 13. The computer-implemented method of claim 9 , wherein the cloud storage environment is managed by a vendor different from a vendor managing the storage policy. 14. The computer-implemented method of claim 9 , wherein the cloud storage environment and the storage policy are managed by same vendor. 15. The computer-implemented method of claim 9 , wherein the generating of the storage policy and the initiating of the first backup operation are performed by a storage manager that executes on one of the one or more computing devices. 16. The computer-implemented method of claim 9 , wherein the first cloud storage tier is distinct from
