A valve device includes: a housing; a passage forming portion that has at least one passage hole configured to conduct a fluid; a drive device that is configured to output a rotational force; and a shaft that is configured to be rotated about a central axis. The valve device includes: a rotor that is configured to increase or decrease an opening degree of the at least one passage hole in response to rotation of the shaft; and a torsion spring that surrounds the central axis and is configured to urge the shaft relative to the housing in a circumferential direction of the central axis of the shaft. The housing has a stopper that is configured to contact the shaft and thereby limit a rotational drive range of the shaft when the shaft is rotated to a predetermined position. The stopper is placed at an inside of the torsion spring.

What is claimed is: 1. A valve device comprising: a housing that forms a fluid passage at an inside of the housing, wherein the fluid passage is configured to conduct a fluid through the fluid passage; a passage forming portion that is fixed at the inside of the housing and has at least one passage hole which is configured to conduct the fluid through the at least one passage hole; a drive device that is configured to output a rotational force; a shaft that is configured to be rotated about a central axis, which is predetermined, by the rotational force; and a rotor that is configured to increase or decrease an opening degree of the at least one passage hole in response to rotation of the shaft; and a torsion spring that surrounds the central axis and is configured to urge the shaft relative to the housing in a circumferential direction of the central axis of the shaft, wherein: the housing has a stopper that is configured to contact the shaft and thereby limit a rotational drive range of the shaft when the shaft is rotated to a predetermined position; and the stopper is placed at an inside of the torsion spring. 2. The valve device according to claim 1 , wherein the housing has a spring guide which is placed at the inside of the torsion spring and is circumferentially arranged around the central axis, and the stopper is formed at a circumferential end portion of the spring guide in the circumferential direction. 3. The valve device according to claim 2 , wherein: the torsion spring has an anchoring hook that is anchored to the housing; a line, which connects between the central axis and an anchoring position of the anchoring hook where the anchoring hook is anchored at the housing, is defined as a first imaginary line, and a line, which connects between the central axis and a position circumferentially displaced from the anchoring position of the anchoring hook by 90° in a torsional direction of the torsion spring in the circumferential direction, is defined as a second imaginary line; and the spring guide is formed along at least a range which extends from the first imaginary line to the second imaginary line. 4. The valve device according to claim 3 , wherein the housing has a hook anchoring portion, to which the anchoring hook is anchored, and the hook anchoring portion is placed only at one location in the circumferential direction. 5. The valve device according to claim 2 , wherein the spring guide has at least one projection which projects in a direction away from the central axis.
