What is claimed: 1. A device comprising: a processing system including a processor located within a vehicle; and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations comprising; receiving, by the processing system, sensor data generated by a plurality of sensors, wherein the sensor data includes data from the vehicle obtained from one or more vehicle-mounted sensors, the plurality of sensors communicatively coupled to the processing system; receiving, by the processing system, historical sensor data; receiving, by the processing system, occupant profile data regarding an occupant of the vehicle, wherein the occupant profile data includes a user information of the occupant; comparing, by the processing system, the sensor data with the historical sensor data; applying, by the processing system, artificial intelligence function to the sensor data based on the comparing step to create and resulting in analyzed sensor data; and based on the occupant profile data and the analyzed sensor data, predicting, by the processing system, a likely injury to the occupant of the vehicle resulting from an event associated with the vehicle. 2. The device of claim 1 , wherein the processing system is an on-board diagnostics module and wherein an application executing on the processor within the vehicle resides in the on-board diagnostics module. 3. The device of claim 2 , wherein the operations further comprise: establishing a voice channel from a user device in proximity to the vehicle to a public service access point (PSAP). 4. The device of claim 3 , wherein the operations further comprise: receiving inquiries from the PSAP relating to the likely injury. 5. The device of claim 1 , wherein the operations further comprise: transmitting a report comprising the likely injury and the medical history of the occupant. 6. The device of claim 1 , wherein the processing system is a component of a user device associated with the occupant of the vehicle and wherein an application executing on the processor within the vehicle resides in the user device. 7. The device of claim 6 , wherein the occupant profile data is associated with the user device. 8. The device of claim 6 , wherein the operations further comprise: establishing a voice channel on the user device. 9. The device of claim 6 , wherein the plurality of sensors includes sensors associated with the user device and wherein the sensor data also includes second sensor data from the sensors associated with the user device. 10. The device of claim 1 , wherein the sensors associated with the user device include an accelerometer and a global positioning sensor. 11. The device of claim 1 , wherein a second application resides in a second user device in proximity to the vehicle and wherein the second application is in communication with a first application. 12. The device of claim 11 , wherein the second user device performs one or more of the operations to predict the likely injury of the applicant. 13. The device of claim 12 , wherein the second user device establishes a communication with a public safety access point. 14. The device of claim 1 , wherein the sensor data includes motion data generated by a sensor monitoring motions of the occupant. 15. The device of claim 14 , wherein the sensor is further configured to monitor the motions based on a video input. 16. The device of claim 1 , wherein the plurality of sensors including at least one of a seatbelt sensor, an airbag sensor, vehicle speed sensor, engine speed sensor, brake sensor, steering sensor or acceleration sensor. 17. A method comprising: connecting a plurality of sensors to a processing system located within a vehicle; receiving, by the processing system, sensor data generated by the plurality of sensors, wherein the sensor data includes data from the vehicle obtained from one or more vehicle-mounted sensors, the plurality of sensors communicatively coupled to the processing system, and the sensor data includes motion data generated by a sensor monitoring motions of an occupant based on a video input; receiving, by the processing system, historical sensor data; comparing, by the processing system, the sensor data with the historical sensor data; applying, by the processing system, artificial intelligence function to the sensor data based on the comparing-step to create and resulting in analyzed sensor data; and based on the analyzed sensor data, predicting, by the processing system, a likely injury to the occupant of the vehicle. 18. The method of claim 17 further comprising: receiving a user information of the occupant created through an input mechanism; and based on the analyzed sensor data and the user information, predicting the likely injury the occupant of the vehicle. 19. The method of claim 17 further comprising: transmitting a report comprising the likely injury and the medical history of the occupant, wherein the transmitting comprises transmitting the report to one of a care facility or a first responder. 20. The method of claim 17 further comprising: causing a voice channel to be established between a user device connected with the processing system and a public safety access point.
