Aspects of the subject disclosure may include, for example, an AT command that allows an application service provider to modify suspend/resume (S/R) and/or deactivate/activate (D/A) functionality specified in one or more elementary files of a UICC. The S/R and/or D/A functionality can be influenced by the application service provider without relying on SIM-OTA messages being forwarded by a mobile operator. Other embodiments are disclosed.

What is claimed is: 1. A device, comprising: a processing system including a processor; and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising: receiving an elementary file that specifies whether suspend/resume functionality of a universal integrated circuit card (UICC) is enabled or disabled in relation to an asset tracking service supported by the device, the asset tracking service including the device periodically waking up and sending Global Positioning System (GPS) coordinates, wherein the elementary file is received based on a request of an application service provider associated with the asset tracking service that is directed to a mobile service operator; receiving a command that specifies whether the suspend/resume functionality of the UICC is enabled or disabled; enabling, subject to a delay specified in the command, the suspend/resume functionality of the UICC when the elementary file and the command enable the suspend/resume functionality; and disabling, subject to the delay, the suspend/resume functionality of the UICC when at least one of the elementary file or the command disable the suspend/resume functionality, wherein the delay is specified within the command in a range of 1 second to 10 seconds. 2. The device of claim 1 , wherein the elementary file is received from a short message service center (SMSC). 3. The device of claim 1 , wherein the command is received from an application server, and wherein the GPS coordinates are sent by the device to the application server. 4. The device of claim 1 , wherein the device comprises a CAT-M device. 5. The device of claim 1 , wherein the device comprises a NB-Iot device. 6. The device of claim 1 , wherein the operations further comprise receiving a second elementary file that specifies whether a deactivate/activate functionality of the UICC is enabled or disabled. 7. The device of claim 6 , wherein the operations further comprise receiving a second command that specifies whether the deactivate/activate functionality of the UICC is enabled or disabled. 8. The device of claim 7 , wherein the operations further comprise enabling or disabling the deactivate/activate functionality of the UICC based at least in part on the second elementary file and the second command. 9. A non-transitory machine-readable medium, comprising executable instructions that, when executed by a processing system including a processor, facilitate performance of operations, the operations comprising: receiving an elementary file that specifies whether suspend/resume functionality of a universal integrated circuit card (UICC) is enabled or disabled in relation to an asset tracking service supported by the processing system, the asset tracking service including the processing system periodically waking up and sending Global Positioning System (GPS) coordinates, wherein the elementary file is received based on a request of an application service provider associated with the asset tracking service that is directed to a mobile service operator; receiving a command that specifies whether the suspend/resume functionality of the UICC is enabled or disabled; enabling, subject to a delay specified in the command, the suspend/resume functionality of the UICC when the elementary file and the command enable the suspend/resume functionality; and disabling, subject to the delay, the suspend/resume functionality of the UICC when at least one of the elementary file or the command disable the suspend/resume functionality. 10. The non-transitory machine-readable medium of claim 9 , wherein the elementary file is received from a short message service center (SMSC). 11. The non-transitory machine-readable medium of claim 9 , wherein the command is received from an application server. 12. The non-transitory machine-readable medium of claim 9 , wherein the processing system comprises a CAT-M device. 13. The non-transitory machine-readable medium of claim 9 , wherein the operations further comprise receiving a second elementary file that specifies whether a deactivate/activate functionality of the UICC is enabled or disabled. 14. The non-transitory machine-readable medium of claim 13 , wherein the operations further comprise receiving a second command that specifies whether the deactivate/activate functionality of the UICC is enabled or disabled. 15. The non-transitory machine-readable medium of claim 14 , wherein the operations further comprise enabling or disabling the deactivate/activate functionality of the UICC based at least in part on the second elementary file and the second command. 16. A method, comprising: receiving, by a processing system including a processor, an elementary file that specifies whether suspend/resume functionality of a universal integrated circuit card (UICC) is enabled or disabled in relation to an asset tracking service supported by the processing system, the asset tracking service including the processing system periodically waking up and sending Global Positioning System (GPS) coordinates, wherein the elementary file is received based on a request of an application service provider associated with the asset tracking service that is directed to a mobile service operator; receiving, by the processing system, a command that specifies whether the suspend/resume functionality of the UICC is enabled or disabled; enabling, by the processing system and subject to a delay specified in the command, the suspend/resume functionality of the UICC when the elementary file and the command enable the suspend/resume functionality; and disabling, subject to the delay, the suspend/resume functionality of the UICC when at least one of the elementary file or the command disable the suspend/resume functionality. 17. The method of claim 16 , further comprising receiving a second elementary file that specifies whether a deactivate/activate functionality of the UICC is enabled or disabled. 18. The method of claim 17 , further comprising receiving a second command that specifies whether the deactivate/activate functionality of the UICC is enabled or disabled. 19. The method of claim 18 , further comprising enabling or disabling the deactivate/activate functionality of the UICC based at least in part on the second elementary file and the second command. 20. The method of claim 16 , wherein the receiving of the elementary file comprises receiving the elementary file as a SIM over the air (SIM-OTA) message.
