A system is configured to perform operations that include receiving first device information corresponding to a consumer device of a _Sonsumer, where the first device information is collected by a merchant application of a_specmerchant in response to a payment transaction request being initiated between the consumer and the merchant. The operations further include determining that the first device information fails to satisfy a risk analysis threshold for performing a risk analysis process and in response, transmitting a push communication to the consumer device. The push communication includes instructions that cause the consumer device to automatically transmit, to the system, second device information corresponding to the consumer device. Additionally, the operations include based on the second device information, executing the risk analysis process with respect to the payment transaction request.

What is claimed is: 1. A system, comprising: one or more processors; and one or more machine-readable storage media having instructions stored thereon that, in response to being executed by the one or more processors, cause the system to perform operations comprising: based on a determination that a user risk assessment is incomplete on a first device, determining a secondary device associated with a user of the first device; generating a push notification for the secondary device determined, wherein the push notification includes a request for user information associated with the first device, and wherein the push notification further includes a data element indicating that the push notification should be executed as a background process; causing, based on the data element, the push notification to be executed as the background process on the secondary device without the push notification being displayed, wherein an execution of the push notification causes a mobile application on the secondary device to collect the user information associated with the first device; receiving, after the push notification has been executed, the user information associated with the first device; and processing a transaction based in part on the user information received. 2. The system of claim 1 , wherein the push notification is executed without user input from the user. 3. The system of claim 1 , wherein the push notification includes information about at least one of a plurality of risk categories. 4. The system of claim 1 , wherein the received user information includes information missing from the user risk assessment that is incomplete. 5. The system of claim 1 , wherein the push notification is received from a merchant application as a part of the user risk assessment conducted by a payment provider server associated with an account of the user. 6. The system of claim 1 , wherein the received user information includes a result from performing another risk assessment on the secondary device using risk information associated with the secondary device. 7. The system of claim 6 , wherein the risk information associated with the secondary device includes a location of the secondary device or hardware information of the secondary device. 8. The system of claim 1 , wherein an incomplete risk assessment includes incomplete user information or a risk score below a predetermined threshold. 9. A method, comprising: based on a determination that a user risk assessment is incomplete on a first device, determining a secondary device associated with a user of the first device; causing a push notification to be executed as a background process for the secondary device without the push notification being displayed on the secondary device, wherein the push notification includes a request for user information associated with the first device, and wherein an execution of the push notification causes the user information associated with the first device to be accessed; receiving the user information associated with the first device; and processing a transaction based in part on the user information received. 10. The method of claim 9 , wherein the push notification is executed without alerting the user. 11. The method of claim 9 , wherein the push notification includes information about at least one of a plurality of risk categories. 12. The method of claim 9 , wherein the received user information includes information missing from the user risk assessment that is incomplete. 13. The method of claim 9 , wherein the push notification is received by a payment provider server associated with an account of the user. 14. The method of claim 9 , wherein the received user information includes a result from performing another risk assessment on the secondary device using risk information associated with the secondary device. 15. The method of claim 14 , wherein the risk information includes a location of the secondary device or hardware information of the secondary device. 16. The method of claim 9 , wherein an incomplete risk assessment includes incomplete user information or a risk score below a predetermined threshold. 17. A non-transitory machine-readable medium having stored thereon machine-readable instructions executable to cause a machine to perform operations comprising: based on a determination that a user risk assessment is incomplete on a first device, determining a secondary device associated with a user of the first device; generating a push notification for the secondary device determined, wherein the push notification includes a request for user information associated with the first device, the push notification further including a data element that instructs the secondary device to execute the push notification as a background process; sending the push notification to the secondary device for execution as the background process on the secondary device, wherein the execution of the push notification causes a collection of the user information associated with the first device; receiving, after the push notification has been sent, the user information associated with the first device; and processing a transaction based in part on the user information received. 18. The non-transitory machine-readable medium of claim 17 , wherein the push notification is executed without being shown to the user of the secondary device. 19. The non-transitory machine-readable medium of claim 17 , wherein the push notification includes information about at least one of a plurality of risk categories. 20. The non-transitory machine-readable medium of claim 17 , wherein the received user information includes information missing from the user risk assessment that is incomplete.
