The invention claimed is: 1. A method for manufacturing a surface-treated steel sheet comprising: a first step of providing a tin-plated steel sheet having a tin plating on a steel sheet; a second step of subjecting the tin-plated steel sheet to an electrolytic treatment in an electrolytic treatment solution containing phosphate ions with 0.1 C/dm 2 or more and 1.0 C/dm 2 or less of electricity; and a third step of subjecting the tin-plated steel sheet subjected to the electrolytic treatment in the second step to a cathode electrolytic treatment in an electrolytic treatment solution containing aluminum ions, wherein the electrolytic treatment in the second step includes performing a cathode electrolytic treatment and then performing an anode electrolytic treatment.
