The invention claimed is: 1. A power management system, comprising: a management apparatus that assigns divided computation processing constituting at least a part of predetermined computation processing to a distributed computing device placed in a facility, wherein the management apparatus comprises a controller that performs assignment processing that assigns the divided computation processing to the distributed computing device based on at least one of a prediction value of output power of a distributed power supply placed in the facility, a prediction value of power consumption of the facility, or a prediction value of the surplus power of the facility, the controller performs the assignment processing based on a type of corresponding computation processing that the distributed computing device is capable of handling, and the corresponding computation processing comprises first computation processing that is constantly generated and second computation processing that is temporarily generated. 2. The power management system according to claim 1 , wherein the management apparatus comprises a receiver that receives a message comprising an information element indicating the prediction value of the output power of the distributed power supply, and the controller performs the assignment processing based on at least the prediction value of the output power of the distributed power supply. 3. The power management system according to claim 1 , wherein the controller identifies the prediction value of the output power of the distributed power supply based on a first parameter that affects the output power of the distributed power supply, and performs the assignment processing based on at least the prediction value of the output power of the distributed power supply. 4. The power management system according to claim 1 , wherein the management apparatus comprises a receiver that receives a message comprising an information element indicating the prediction value of the power consumption of the facility, and the controller performs the assignment processing based on at least the prediction value of the power consumption of the facility. 5. The power management system according to claim 1 , wherein the controller identifies the prediction value of the power consumption of the facility based on a second parameter that affects the power consumption of the facility, and performs the assignment processing based on at least the prediction value of the power consumption of the facility. 6. The power management system according to claim 1 , wherein the controller identifies the prediction value of the output power of the distributed power supply based on a first parameter that affects the output power of the distributed power supply, and identifies the prediction value of the power consumption of the facility based on a second parameter that affects the power consumption of the facility, and the power management system further comprises: a receiver that receives, from the facility, a message comprising an information element indicating at least one of the first parameter or the second parameter, or receives, from an external device other than the facility and the management apparatus, a message comprising an information element indicating at least one of the first parameter or the second parameter. 7. The power management system according to claim 1 , wherein the facility comprises a first facility that outputs reverse flow power to a power system connected to the facility, and the controller performs the assignment processing for the first facility in such a manner that a difference between a planned value of the reverse flow power and an actual value of the reverse flow power is equal to or less than an allowable threshold value. 8. The power management system according to claim 1 , wherein the facility comprises a second facility that is supplied with flow power from a power system connected to the facility, and the controller performs the assignment processing for the second facility in such a manner that a difference between a planned value of the flow power and an actual value of the flow power is equal to or less than an allowable threshold value. 9. The power management system according to claim 1 , wherein the facility comprises a first facility that outputs reverse flow power to a power system connected to the facility, and a second facility that is supplied with flow power from the power system, and the controller performs the assignment processing for the first facility and the second facility in such a manner that a difference between a planned value of procurement power that is a difference between the flow power and the reverse flow power and an actual value of the procurement power is less than or equal to an allowable threshold value. 10. The power management system according to claim 1 , wherein the controller performs the assignment processing based on an adjustment request instructing adjustment of flow power to the facility from a power system connected to the facility or reverse flow power to the power system from the facility. 11. The power management system according to claim 1 , wherein the facility comprises two or more facilities, and the controller identifies, for each of the two or more facilities, a total computation capacity capable of being processed by the distributed computing device for each unit time based on the prediction value of the power consumption of the facility, the prediction value of the output power of the distributed power supply, and processing capacity of the distributed computing device, and performs the assignment processing in such a manner that a completion timing of the predetermined computation processing becomes early based on the total computation capacity. 12. The power management system according to claim 1 , wherein the controller predicts duration time when the surplus power of the facility continues to be higher than a predetermined value, and performs the assignment processing that assigns the divided computation processing to the distributed computing device in such a manner that processing is completed in the duration time. 13. The power management system according to claim 1 , wherein the controller predicts a time at which the surplus power of the facility becomes higher than a predetermined value, and performs the assignment processing that assigns the divided computation processing to the distributed computing device of the facility where the surplus power is predicted to be higher than the predetermined value before the predicted time. 14. A power management method in a power management system, the power management system comprising a management apparatus to assign divided computation processing constituting at least a part of predetermined computation processing to a distributed computing device placed in a facility, the power management method comprising: performing, by the management apparatus, assignment processing that assigns the divided computation processing to the distributed computing device based on at least one of a prediction value of an output power of a distributed power supply placed in the facility, a prediction value of power consumption of the facility, or a prediction value of a surplus power of the facility, and wherein the assignment processing is performed based on a type of corresponding computation processing that the distributed computing device is capable of handling, and the corresponding computation processing comprises first computation processing that is constantly generated and seco
