A plurality of resource pools and/or a plurality of transmission and/or reception points may be used in wireless communications. Different pathloss references may be used for different resource pools and/or different transmission and/or reception points. A wireless device may receive one or more messages indicating a plurality of power control parameter sets each associated with a respective resource pool and/or a respective transmission and/or reception point. The wireless device may control a transmission power based on a pathloss reference associated with a resource pool and/or a transmission and/or reception point.

What is claimed is: 1. A method comprising: receiving, by a wireless device, one or more configuration parameters indicating: a plurality of power control parameter sets; and a plurality of resource set indexes; receiving, via a control resource set (coreset) associated with a first coreset pool index, downlink control information (DCI) scheduling transmission of at least one transport block; and based on an absence of a sounding reference signal resource indicator (SRI) field in the DCI, determining a pathloss reference signal that is associated with a power control parameter set, of the plurality of power control parameter sets, having: a lowest power control parameter set index; and a resource set index that corresponds to the first coreset pool index; and transmitting, using a transmission power that is based on the pathloss reference signal, the at least one transport block. 2. The method of claim 1 , wherein: the plurality of power control parameter sets comprises: one or more first power control parameter sets associated with a first index; and one or more second power control parameter sets associated with a second index; and wherein the lowest power control parameter set index comprises a lowest index of: the one or more first power control parameter sets, if the DCI is associated with the first index; or the one or more second power control parameter sets, if the DCI is associated with the second index. 3. The method of claim 1 , wherein the one or more configuration parameters further indicate a plurality of pathloss reference signals, wherein the plurality of pathloss reference signals comprise the determined pathloss reference signal, and wherein the method further comprises receiving one or more activation commands mapping at least one pathloss reference signal, of the plurality of pathloss reference signals, to the plurality of power control parameter sets. 4. The method of claim 1 , wherein the one or more configuration parameters further indicate, for the coreset, the first coreset pool index. 5. The method of claim 1 , wherein the DCI scheduling transmission of the at least one transport block comprises the DCI activating a configured uplink grant, and wherein the transmission of the at least one transport block is for the configured uplink grant. 6. The method of claim 1 , further comprising: measuring the pathloss reference signal; and determining the transmission power based on a downlink pathloss estimate associated with the measuring the pathloss reference signal. 7. The method of claim 1 , wherein the one or more configuration parameters further indicate a pathloss reference signal update parameter that enables an activation command to update mapping between one or more pathloss reference signals and the plurality of power control parameter sets. 8. A method comprising: receiving, by a wireless device, one or more configuration parameters indicating: a plurality of power control parameter sets comprising: one or more first power control parameter sets associated with a first index; and one or more second power control parameter sets associated with a second index; and a plurality of pathloss reference signals; receiving downlink control information (DCI) scheduling transmission of at least one transport block, wherein the DCI does not comprise a sounding reference signal resource indicator (SRI) field and is associated with one of the first index or the second index; determining, for transmission of the at least one transport block, a pathloss reference signal that is associated with a power control parameter set having a lowest power control parameter set index of: the one or more first power control parameter sets, if the DCI is associated with the first index; or the one or more second power control parameter sets, if the DCI is associated with the second index; and transmitting, using a transmission power that is based on the pathloss reference signal, the at least one transport block. 9. The method of claim 8 , wherein the determining the pathloss reference signal is based on an absence of the SRI field in the DCI. 10. The method of claim 8 , further comprising receiving one or more activation commands mapping at least one pathloss reference signal, of the plurality of pathloss reference signals, to the plurality of power control parameter sets, wherein the at least one pathloss reference signal comprises the pathloss reference signal that is associated with the power control parameter set. 11. The method of claim 8 , wherein: the first index is a first coreset pool index; and the second index is a second coreset pool index different from the first coreset pool index. 12. The method of claim 11 , wherein the one or more configuration parameters further indicate: the first coreset pool index for the one or more first power control parameter sets; and the second coreset pool index for the one or more second power control parameter sets. 13. The method of claim 8 , wherein the receiving the DCI is via a control resource set (coreset) associated with a coreset pool index. 14. The method of claim 8 , wherein the DCI scheduling transmission of the at least one transport block comprises the DCI activating a configured uplink grant, and wherein the transmission of the at least one transport block is for the configured uplink grant. 15. The method of claim 8 , further comprising: measuring the determined pathloss reference signal; and determining the transmission power based on a downlink pathloss estimate associated with the measuring the determined pathloss reference signal. 16. The method of claim 8 , wherein the one or more configuration parameters further indicate a pathloss reference signal update parameter that enables an activation command to update mapping between one or more pathloss reference signals and the plurality of power control parameter sets. 17.
