What is claimed is: 1. A folded camera, comprising: a lens having a lens diameter D L and a lens optical axis, the lens held in and fixedly coupled to a lens holder; an optical path folding element (OPFE) that folds light from a first optical path to a second optical path perpendicular to the first optical path, wherein the second optical path is parallel to the lens optical axis; an image sensor; and an actuator comprising a first motor for actuating the lens holder along a first direction and a second motor for actuating the lens holder along a second direction perpendicular to the first direction, wherein the actuator has a height H A in a direction parallel to the first optical path, and wherein H A ≤D L +0.5 mm. 2. The folded camera of claim 1 , wherein the actuator has length and/or width and/or height dimensions in the range of 3-40 mm. 3. The folded camera of claim 1 , wherein the actuator includes a first linear ball-guided rail operative to guide the actuation along the first direction, and wherein the actuator includes a second linear ball-guided rail operative to guide the actuation along the second direction. 4. The folded camera of claim 1 , wherein the first direction is parallel to the lens optical axis. 5. The folded camera of claim 1 , wherein the actuation along the first direction is for focus and wherein the actuation along the second direction is for optical image stabilization. 6. The folded camera of claim 1 , wherein the actuator further comprises a middle moving frame that includes at least one groove in the first direction and at least one groove in the second direction. 7. The folded camera of claim 6 , wherein the actuator further comprises a static base, wherein the lens holder is movable only along the first direction with respect to the middle moving frame and wherein the middle moving frame is movable only along the second direction with respect to the static base. 8. The folded camera of claim 6 , wherein the actuator further comprises a static base, wherein the lens holder is movable only along the second direction with respect to the middle moving frame and wherein the middle moving frame is movable only along the first direction with respect to the static base. 9. The folded camera of claim 3 , wherein each of the first linear ball-guided rail and the first linear ball-guided rail includes a pair of grooves having at least one ball located therebetween. 10. The folded camera of claim 1 , wherein the first motor and the second motor are voice coil motors (VCMs). 11. The folded camera of claim 10 , wherein the first motor includes a first VCM magnet, and wherein the second motor includes a second VCM magnet. 12. The folded camera of claim 11 , wherein the first and second VCM magnets are fixedly attached to the lens. 13. The folded camera of claim 11 , wherein the first VCM magnet is fixedly attached to the lens and wherein the second VCM magnet is fixedly attached to the moving frame. 14. The folded camera of claim 11 , wherein the first VCM magnet is fixedly attached to the moving frame, and wherein the second VCM magnet is fixedly attached to the lens. 15. The folded camera of claim 10 , wherein the first motor and the second motor include respective first and second VCM coils mechanically coupled to the static base. 16. The folded camera of claim 1 , wherein the actuator further comprises a first position sensor and a second position sensor for measuring a position of the lens upon the movement in the first and second directions, respectively. 17. The folded camera of claim 1 , wherein the OPFE is tiltable around the second direction. 18. The folded camera of claim 1 , included together with an upright camera in a dual-aperture camera. 19. The folded camera of claim 1 , included in a mobile device. 20. The folded camera of claim 19 , wherein the mobile device is a smartphone.
