The invention claimed is: 1. A composition for bonding a backing to a carpet face comprising: between about 19% and about 24% by weight of a latex base; between about 65% and about 75% by weight of a filler, wherein the filler is comprised of between about 1% and about 50% by weight of a cellulosic and plastic component, wherein the cellulosic and plastic component comprises between about 1% and about 20% by weight of a filler water; and the remainder water; wherein a cellulosic material in the cellulosic and plastic component is selected from a group consisting of cellulose, wood fiber, carbon, microcrystalline cellulose (MCC), starch, jute, hemp, paper, cardboard, or combinations thereof; and wherein the cellulosic and plastic component comprises a ratio of between about 10% and about 30% by weight of cellulosic material, and between about 90% to about 70% by weight of plastic material. 2. The composition according to claim 1 , wherein the filler water in the cellulosic and plastic component is between about 1% and about 10% by weight, and the plastic matter in the cellulosic and plastic component is selected from a group consisting of polypropylene (PP), polyethylene (PE), vinyl, acrylonitrile butadiene styrene (ABS), polyvinyl chloride (PVC), polystyrene (PS), nylon; polytrimethylene terephthalate (PTT), polyethylene terephthalate (PET), polyethylene terephthalate glycol (PETG), or combinations thereof. 3. The composition according to claim 2 , wherein the filler is comprised of between 10% and 45% by weight of the cellulosic and plastic component. 4. The composition according to claim 3 , wherein the filler comprises calcium carbonate. 5. A carpet or carpet tile, wherein the pre-coat, the skip coat, or both comprises the composition of claim 4 . 6. The carpet or carpet tile of claim 5 , wherein the carpet or carpet tile has an average tuft binding strength of 13 pounds of force when tested using the ASTM 5833 methodology. 7. The carpet or carpet tile of claim 5 , wherein the carpet or carpet tile has an average delamination strength greater than 1.0 lbf/in when tested using the ASTM 60936 (Wet) methodology. 8. The carpet or carpet tile of claim 5 , wherein the carpet or carpet tile has an average delamination strength greater than 4.9 lbf/in when tested using the ASTM 60936 (Dry) methodology. 9. A composition for bonding a backing to a carpet face comprising: between about 19% and about 24% by weight of a latex formulation; between about 65% and about 75% by weight of a filler, wherein the filler is comprised of between about 1% and about 50% by weight of a cellulosic and plastic compound, wherein the cellulosic and plastic compound comprises between about 1% and about 20% by weight of a filler water; the remainder water; and wherein the cellulosic and plastic compound comprises a ratio of between about 10% and about 30% by weight of cellulosic material, and between about 90% to about 70% by weight of plastic material. 10. The composition according to claim 9 , wherein the cellulosic matter in the cellulosic and plastic compound is selected from a group consisting of cellulose, wood fiber, carbon, microcrystalline cellulose (MCC), starch, jute, hemp, paper, cardboard, or combinations thereof. 11. The composition according to claim 10 , wherein the plastic material in the cellulosic and plastic compound is selected from a group consisting of polypropylene (PP), polyethylene (PE), vinyl, acrylonitrile butadiene styrene (ABS), polyvinyl chloride (PVC), polystyrene (PS), nylon; polytrimethylene terephthalate (PTT), polyethylene terephthalate (PET), polyethylene terephthalate glycol (PETG), or combinations thereof. 12. The composition according to claim 11 , wherein the cellulosic and plastic compound is obtained from recycling plastic. 13. The composition according to claim 11 , wherein the filler comprises calcium carbonate. 14. The composition according to claim 9 , wherein the cellulosic and plastic compound comprises a ratio of about 15% by weight of cellulosic material, and about 85% by weight of plastic material. 15. The composition according to claim 14 , wherein the cellulosic and plastic component comprises between about 1% and about 10% by weight of a filler water. 16. A carpet or carpet tile, wherein the pre-coat, the skip coat, or both comprises the composition of claim 9 . 17. The carpet or carpet tile of claim 16 , wherein the carpet or carpet tile has an average tuft binding strength of 13 pounds of force when tested using the ASTM 5833 methodology. 18. The carpet or carpet tile of claim 16 , wherein the carpet or carpet tile has an average delamination strength greater than 1.0 lbf/in when tested using the ASTM 60936 (Wet) methodology. 19. The carpet or carpet tile of claim 16 , wherein the carpet or carpet tile has an average delamination strength greater than 4.9 lbf/in when tested using the ASTM 60936 (Dry) methodology.
