We claim: 1. A pediatric restraint system comprising: a pediatric restraint assembly for securing to a soft compliant support structure of a patient transport apparatus, the patient transport apparatus comprising an emergency stretcher or cot including a longitudinal length and including a frame operable to support the soft compliant support structure, the patient transport apparatus including an adult harness assembly operable to couple to the frame of the patient transport apparatus, said pediatric restraint assembly comprising: a back section formed from a material to hold its overall shape; a seat section formed from a material to hold its overall shape; a connector joining said back section with said seat section and maintaining said back section in a contacting relationship or in a spaced relationship with said seat section; a child restraint mounted relative to said back and seat sections; a plurality of connecting members releasably connecting said pediatric restraint assembly to the adult harness assembly, wherein the plurality of connecting members comprise straps extending from a top of the back section and upwardly along the longitudinal length toward an upper portion of the patient transport apparatus, and down a rear side of the patient transport apparatus where the straps directly couple to the adult harness assembly; wherein the adult harness assembly is usable independently of the pediatric restraint assembly; and a coupler coupling said seat section of said pediatric restraint assembly to the frame of the patient transport apparatus, wherein said child restraint is not coupled directly to the frame. 2. The pediatric restraint system according to claim 1 , wherein said child restraint comprises a five point harness. 3. The pediatric restraint system according to claim 2 , wherein said seat section includes opposed upwardly extending sides. 4. The pediatric restraint system according to claim 3 , wherein straps thread through said opposed upwardly extending sides. 5. The pediatric restraint system according to claim 2 , wherein said straps of said plurality of connecting members form said five point harness. 6. The pediatric restraint system according to claim 1 , wherein said adult harness assembly has a first set of coupling points for coupling to the patient transport apparatus and a second set of coupling points; and wherein said plurality of connecting members are configured to releasably connect said pediatric restraint assembly to said second set of coupling points on said adult harness assembly. 7. The pediatric restraint system according to claim 6 , wherein said straps releasably couple to a buckle restraint to form a five point harness. 8. The pediatric restraint system according to claim 7 , wherein said straps thread through said back and seat sections. 9. The pediatric restraint system according to claim 6 , wherein said frame releasably couples to said first set of coupling points of said adult harness assembly. 10. The pediatric restraint system of claim 6 , wherein the first set of coupling points correspond to a first set of anchor points for coupling to the patient transport apparatus, and wherein the second set of coupling points correspond to a second set of anchor points. 11. The pediatric restraint system according to claim 1 , wherein said connector comprises an adjustable connector, and wherein said contacting or spaced relationship is adjustable. 12. The pediatric restraint system according to claim 11 , wherein said connector comprises a strap. 13. The pediatric restraint system according to claim 11 , wherein said connector comprises a sliding link. 14. The pediatric restraint system according to claim 1 , wherein said adult harness assembly has multiple anchor points spaced from the frame of the patient transport apparatus, and at least a first group of said plurality of connecting members of said pediatric restraint assembly releasably coupling to said multiple anchor points of said adult harness assembly, whereby said pediatric restraint assembly is at least in part coupled to the frame of the patient transport apparatus via said adult harness assembly. 15. The pediatric restraint system according to claim 14 , wherein said frame forms at least two anchor points for a second group of said plurality of connecting members of said pediatric restraint assembly. 16. The pediatric restraint system according to claim 1 , wherein said contacting or spaced relationship comprises a distance in a range of 0 to 24 inches. 17. The pediatric restraint system according to claim 1 , wherein when said back section is folded onto said seat section, said back section nests with said seat section. 18. The pediatric restraint system according to claim 1 , wherein the plurality of connecting members include the connector for joining the back section with the seat section. 19. The pediatric restraint system according to claim 1 , wherein the adult harness assembly includes a set of pediatric restraint connecting members, and wherein the plurality of connecting members releasably connect said pediatric restraint assembly to the set of pediatric restraint connecting members. 20. A method of securing a pediatric patient to a patient transport apparatus, the patient transport apparatus comprising an emergency stretcher or cot having a longitudinal length and having a f rame, a patient support supported by the frame, said method comprising: providing an adult harness assembly; coupling the adult harness assembly to the patient support and the frame; providing a pediatric restraint assembly including: a back section formed from a material to hold its overall shape; a seat section formed from a material to hold its overall shape; a connector joining the back section with the seat section and maintaining the back section in a contacting relationship or in a spaced relationship with the seat section; a child restraint mounted relative to the back section and the seat section; coupling the pediatric restraint assembly to the adult harness assembly via a plurality of connecting members releasably connecting said pediatric restraint assembly to the adult harness assembly, wherein the plurality of connecting members comprise straps extending from a top of the back section and upwardly along the longitudinal length toward an upper portion of the patient transport apparatus, and down a rear side of the patient transport apparatus where the straps directly couple to the adult harness assembly; wherein the adult harness assembly is usable independently of the pediatric restraint assembly; and coupling the pediatric restraint assembly to the frame, wherein said coupling the pediatric restraint assembly to the frame includes coupling the seat section of the pediatric restraint assembly to the frame, wherein the child restraint is not coupled directly to the frame.
