According to one embodiment of the present document, a (decoded) picture can be split into sub-pictures. Information related to the sub-pictures can be acquired by means of a decoding device, and a decoding procedure can be performed on the basis of the information related to the sub-pictures. In one embodiment, the decoding device can determine, on the basis of the information about the sub-pictures, the location in which information related to locations of virtual boundaries for in-loop filtering is signaled.

What is claimed is: 1. An image decoding method performed by a decoding apparatus, the method comprising: obtaining image information including residual information and subpicture related information through a bitstream; deriving at least one subpicture for a current picture based on the subpicture related information; generating reconstructed samples of the current picture based on the residual information and the subpicture; and generating modified reconstructed samples based on an in-loop filtering process for the reconstructed samples, wherein the image information includes a sequence parameter set (SPS) and picture header information referring to the SPS, wherein based on whether the SPS includes subpicture related information, it is determined whether information on positions of virtual boundaries is included in the SPS or the picture header information, wherein the subpicture related information comprises information on position of the subpicture based on a plurality of subpictures being present in the current picture, and wherein the information on position of the subpicture is determined as a predetermined value based on one subpicture being present in the current picture. 2. The image decoding method of claim 1 , wherein the information on the positions of the virtual boundaries comprises information on positions of vertical virtual boundaries and information on positions of horizontal virtual boundaries. 3. The image decoding method of claim 1 , wherein the image information comprises a subpicture present flag, and wherein whether the SPS includes the subpicture-related information is determined based on the subpicture present flag. 4. The image decoding method of claim 1 , wherein the SPS comprises an SPS virtual boundary present flag related to whether the SPS includes the information on the positions of the virtual boundaries, and wherein a value of the SPS virtual boundary present flag is determined as 1 based on that the SPS includes the subpicture-related information. 5. The image decoding method of claim 1 , wherein the information on the positions of the virtual boundaries is not included in the picture header based on that the SPS includes the subpicture-related information. 6. The image decoding method of claim 5 , wherein the SPS comprises the information on the positions of the virtual boundaries based on that the SPS includes the subpicture-related information. 7. An image encoding method performed by an encoding apparatus, the method comprising: deriving at least one subpicture for a current picture; generating subpicture related information based on the subpicture; deriving residual samples for a current block; generating residual information based on the residual samples for the current block; determining whether an in-loop filtering process is performed across virtual boundaries; and encoding image information based on the subpicture related information, the residual information, and the determination, wherein the image information includes a sequence parameter set (SPS) and picture header information referring to the SPS, wherein based on whether the SPS includes subpicture related information, it is determined whether information on positions of virtual boundaries is included in the SPS or the picture header information, and wherein the subpicture related information comprises information on position of the subpicture only based on a plurality of subpictures being present in the current picture. 8. The image encoding method of claim 7 , wherein the information on the positions of the virtual boundaries comprises information on positions of vertical virtual boundaries and information on positions of horizontal virtual boundaries. 9. The image encoding method of claim 7 , wherein the image information comprises a subpicture present flag, and wherein whether the SPS includes the subpicture-related information is determined based on the subpicture present flag. 10. The image encoding method of claim 7 , wherein the image information comprises a subpicture ID present flag, and wherein subpictures in the current picture are independently coded based on that a value of the subpicture ID present flag is 1. 11. The image encoding method of claim 7 , wherein the SPS comprises an SPS virtual boundary present flag related to whether the SPS includes the information on the positions of the virtual boundaries, and wherein a value of the SPS virtual boundary present flag is determined as 1 based on that the SPS includes the subpicture-related information. 12. The image encoding method of claim 7 , wherein the information on the positions of the virtual boundaries is not included in the picture header based on that the SPS includes the subpicture-related information. 13. The image encoding method of claim 12 , wherein the SPS comprises the information on the positions of the virtual boundaries based on that the SPS includes the subpicture-related information. 14. A method of transmitting a bitstream generated by an image encoding method, the image encoding method comprising: deriving at least one subpicture for a current picture; generating subpicture related information based on the subpicture; deriving residual samples for a current block; generating residual information based on the residual samples for the current block; determining whether an in-loop filtering process is performed across virtual boundaries; and encoding image information based on the subpicture related information, the residual information, and the determination, wherein the image information includes a sequence parameter set (SPS) and picture header information referring to the SPS, wherein based on whether the SPS includes subpicture related information, it is determined whether information on positions of virtual boundaries is included in the SPS or the picture header information, and wherein the subpicture related information comprises information on position of the subpicture only based on a plurality of subpictures being present in the current picture.
