What is claimed is: 1. A hair conditioning composition comprising: at least one monoamine chosen from 3-isopropoxypropylamine, 3-methoxypropylamine, tris(hydroxymethyl)aminomethane, 3-ethoxypropylamine, 3-(2-ethylhexyloxy)-propylamine, 2-(2-aminoethoxy)ethanol, 3-butoxypropylamine, monoethanolamine, or combinations thereof, at least one carboxylic acid chosen from maleic acid, citric acid, salts thereof, or combinations thereof; at least one conditioning agent; and at least one solvent, wherein the composition comprises a total amount of monoamines up to about 10%; wherein the composition comprises a total amount of carboxylic acids chosen from maleic acid, citric acid, and salts thereof up to about 10%; and wherein the pH of the composition ranges from about 1 to about 7. 2. The hair conditioning composition of claim 1 , wherein the at least one carboxylic acid is chosen from citric acid, salts thereof, or combinations thereof. 3. The hair conditioning composition of claim 1 , wherein the at least one carboxylic acid is chosen from maleic acid, salts thereof, or combinations thereof. 4. The hair conditioning composition of claim 1 , wherein the composition comprises a total amount of carboxylic acids chosen from maleic acid, citric acid, and salts thereof in an amount ranging from about 0.50% to about 5% by weight, based on the weight of the hair treatment composition. 5. The hair conditioning composition of claim 1 , wherein the composition comprises a total amount of monoamines in an amount ranging from about 0.50% to about 5% by weight, based on the weight of the hair treatment composition. 6. The hair conditioning composition of claim 1 , wherein the solvent is chosen from water, cosmetically acceptable organic solvents, or combinations thereof. 7. The hair conditioning composition of claim 1 , further comprising at least one additive chosen from surfactants and/or thickening agents. 8. The hair conditioning composition of claim 1 , comprising at least one conditioning agent chosen from cationic conditioning agents, amphoteric conditioning agents, or combinations thereof. 9. The hair conditioning composition of claim 1 having a pH ranging from about 2 to about 5. 10. A method of treating the hair, said method comprising: (a) applying to the hair a conditioning composition comprising: at least one monoamine chosen from 3-isopropoxypropylamine, 3-methoxypropylamine, tris(hydroxymethyl)aminomethane, 3-ethoxypropylamine, 3-(2-ethylhexyloxy)-propylamine, 2-(2-aminoethoxy)ethanol, 3-butoxypropylamine, monoethanolamine, or combinations thereof; at least one carboxylic acid chosen from maleic acid, citric acid, salts thereof, or combinations thereof; at least one conditioning agent; and at least one solvent, wherein the composition comprises a total amount of monoamines up to about 10%; wherein the composition comprises a total amount of carboxylic acids chosen from maleic acid, citric acid, and salts thereof up to about 10%; and wherein the pH of the composition ranges from about 1 to about 7; and (b) rinsing the hair. 11. The method of claim 10 , wherein the at least one carboxylic acid is chosen from citric acid, salts thereof, or combinations thereof. 12. The method of claim 10 , wherein the at least one carboxylic acid is chosen from maleic acid, salts thereof, or combinations thereof. 13. The method of claim 10 , wherein the composition comprises a total amount of carboxylic acids chosen from maleic acid, citric acid, and salts thereof in an amount ranging from about 0.50% to about 5% by weight, based on the weight of the hair treatment composition. 14. The method of claim 10 , wherein the composition comprises a total amount of monoamines in an amount ranging from about 0.50% to about 5% by weight, based on the weight of the hair treatment composition. 15. The method of claim 10 , wherein the solvent is chosen from water, cosmetically acceptable organic solvents, and combinations thereof. 16. The method of claim 10 , wherein the conditioning composition further comprises at least one additive chosen from surfactants and/or thickening agents. 17. The method of claim 10 , wherein the conditioning composition comprises at least one conditioning agent chosen from cationic conditioning agents, amphoteric conditioning agents, or combinations thereof. 18. The method of claim 10 , wherein the conditioning composition has a pH ranging from about 2 to about 5.
