What is claimed is: 1. A phantom comprising: water; an oil, wherein the volume ratio of the water to the oil (water:oil) in the phantom is 80:20 to 60:40; an emulsifier; and a water coagulating agent, and having a scattering coefficient of 5 to 20 cm −1 at a wavelength of 750 to 1000 nm. 2. The phantom according to claim 1 , wherein the water coagulating agent is kanten. 3. A method for producing the phantom according to claim 1 , comprising: a mixing step of mixing water, the oil, the emulsifier and the water coagulating agent to obtain a mixed liquid, the phantom having a scattering coefficient of 5 to 20 cm −1 at a wavelength of 750 to 1000 nm. 4. The method for producing the phantom according to claim 3 , wherein the mixing step comprises producing an oil-in-water emulsion by performing stirring under a condition in which at least a part of the water, the oil and the emulsifier are present. 5. The method for producing the phantom according to claim 3 , comprising a step of solidifying the mixed liquid. 6. The method for producing the phantom according to claim 4 , comprising a step of solidifying the mixed liquid. 7. The phantom according to claim 1 , wherein the phantom is an oil-in-water emulsion. 8. The phantom according to claim 1 , wherein the oil comprises soybean oil. 9. The phantom according to claim 1 , wherein the emulsifier comprises lecithin. 10. The phantom according to claim 1 , wherein a content of the emulsifier is 0.5% by mass or more and 5.0% by mass or less per 100% by mass of the oil. 11. The phantom according to claim 1 , wherein a content of the water coagulating agent is 0.5% by mass or more and 3.0% by mass or less based on the total amount of the phantom. 12. The phantom according to claim 1 , wherein the scattering coefficient of the phantom at a wavelength of 750 to 1000 nm is 7 cm −1 or more and 15 cm −1 or less. 13. The phantom according to claim 1 , wherein the scattering coefficient of 5 to 20 cm −1 at the wavelength of 750 to 1000 nm is indicative of the water, the oil, the emulsifier, and the water coagulating agent being stirred into a mixture at a temperature range from 0° C. to 10° C. 14. The phantom according to claim 1 , wherein the scattering coefficient of 5 to 20 cm −1 at the wavelength of 750 to 1000 nm is indicative of an entirety of the water having been simultaneously mixed into the oil. 15. A phantom comprising: water; an oil; an emulsifier; and a water coagulating agent that is dissolved in the water at a concentration of 5 g per 1000 mL to 5 g per 800 mL of water or 0.1% to 1.0% by mass based on a total amount of the phantom, and having a scattering coefficient of 5 to 20 cm −1 at a wavelength of 750 to 1000 nm.
