A communication system is described in which a base station transmits, to a UE (user equipment), via a data radio bearer (DRB), a downlink data packet that includes information identifying a data flow. The downlink data packet is transmitted prior to commencement of transmission, via that DRB, of data packets comprising any downlink user-plane data associated with the identified data flow.

What is claimed is: 1. A method performed by a user plane entity of a distributed base station, the method comprising: receiving, from a user equipment (UE), an uplink data packet corresponding to a data flow, the uplink data packet comprising a specific Quality of Service (QoS) Flow Identifier (QFI); determining that the QFI in the uplink data packed is not configured; transmitting, to a control plane entity of the distributed base station, information indicating that the QFI in the uplink data packed is not configured; and transmitting, to the UE via a data radio bearer (DRB), a downlink data packet corresponding to the data flow, the downlink data packet comprising one octet header information comprising a Reflective QoS flow to DRB mapping Indication (RDI), a Reflective QoS Indication (RQI), and the QFI; wherein the RDI causes the UE to update mapping between the data flow and the DRB, and wherein the information indicating that the QFI in the uplink data packed is not configured comprises a list including at least one combination of a Protocol Data Unit (PDU) session Identifier (ID) and a QoS Flow List. 2. A user plane entity of a distributed base station, comprising: a transceiver; and a controller, wherein the controller is configured to: control the transceiver to receive, from a user equipment (UE), an uplink data packet corresponding to a data flow, the uplink data packet comprising a specific Quality of Service (QoS) Flow Identifier (QFI); determine that the QFI in the uplink data packet is not configured; control the transceiver to transmit, to a control plane entity of the distributed base station, information indicating that the QFI in the uplink data packet is not configured; and control the transceiver to transmit, to the UE via a data radio bearer (DRB), a downlink data packed corresponding to the data flow, the downlink data packet comprising one octet header information comprising a Reflective QoS flow to DRB mapping Indication (RDI), a Reflective QoS Indication (RQI), and the QFI; wherein the RDI causes the UE to update mapping between the data flow and the DRB, and wherein the information indicating that the QFI in the uplink data packed is not configured comprises a list including at least one combination of a Protocol Data Unit (PDU) session Identifier (ID) and a QoS Flow List. 3. A method performed by a user equipment (UE), the method comprising: transmitting, to a user plane entity of a distributed base station, an uplink data packet corresponding to a data flow, the uplink data packet comprising a specific Quality of Service (QoS) Flow Indicator (QFI); in a case in which the user plane entity of the distributed base station determines that the QFI in the uplink data packed is not configured, receiving, from the user plane entity of the distributed base station via a data radio bearer (DRB), a downlink data packet corresponding to the data flow, the downlink data packet comprising one octet header information comprising a Reflective QoS flow to DRB mapping Indication (RDI), a Reflective QoS Indication (RQI), and the QFI; and updating mapping between the data flow and the DRB based on the RDI; wherein the information indicating that the QFI in the uplink data packed is not configured comprises a list including at least one combination of a Protocol Data Unit (PDU) session Identifier (ID) and a QoS Flow List. 4. A user equipment (UE) comprising: a transceiver; and a controller, wherein the controller is configured to: control the transceiver to transmit, to a user plane entity of a distributed base station, an uplink data packet corresponding to a data flow, the uplink data packet comprising a specific Quality of Service (QoS) Flow Identifier (QFI); control the transceiver to receive, from the user plane entity of the distributed base station via a data radio bearer (DRB), a downlink data packed corresponding to the data flow, the downlink data packet comprising one octet header information comprising a Reflective QoS flow to DRB mapping Indication (RDI), a Reflective QoS Indication (RQI), and the QFI, in a case in which the user plane entity of the distributed base station determines that the QFI in the uplink data packet is not configured; and update mapping between the data flow and the DRB based on the RDI, wherein the information indicating that the QFI in the uplink data packed is not configured comprises a list including at least one combination of a Protocol Data Unit (PDU) session Identifier (ID) and a QoS Flow List.
