What is claimed: 1. A method for power saving mode cycles of a Third Generation Partnership Project (3GPP) user equipment (UE) device, the method comprising: setting, by a processing system including a processor, a power saving mode (PSM) of the 3GPP UE device to off; when the PSM is off and an extended discontinuous reception (eDRX) mode is on and set to a duration, performing, by the processing system, an attachment procedure or a tracking area update; detecting, by the processing system, that the duration of the eDRX mode has expired or reception of a duration of a paging time window; setting, by the processing system, the PSM to on, wherein the setting the PSM to on is based on the detecting that the duration of the eDRX mode has expired or reception of data end, and wherein the PSM has a PSM timer when the PSM is on; and setting, by the processing system, the PSM to off at a time before the PSM timer expires. 2. The method of claim 1 , further comprising: determining, by the processing system, one or more values for configuration of a modem of the 3GPP UE device. 3. The method of claim 2 , wherein the determining the one or more values for configuration of the modem comprises: determining, by the processing system, configuration values to be executed upon a power up operation of the 3GPP UE device. 4. The method of claim 3 , further comprising: performing, by the processing system, a power on attachment procedure for the 3GPP UE device with the PSM off and an eDRX timer set to a selected value, wherein the performing the power on attachment procedure is responsive the power up operation of the 3GPP UE device. 5. The method of claim 2 , wherein the determining the one or more values for configuration of the modem comprises: determining, by the processing system, configuration values based on attention commands of the 3GPP UE device. 6. The method of claim 1 , further comprising: sending, by the processing system, a tracking area update to a network, wherein the sending the tracking area update is responsive to the PSM being set to on. 7. The method of claim 1 , further comprising: receiving, by the processing system, a timer value for the PSM timer; and receiving, by the processing system, a predetermined value for the time before the PSM timer expires. 8. The method of claim 7 , wherein the receiving the predetermined value for the time before the PSM timer expires comprises: receiving, by the processing system, the predetermined value for the time before the PSM timer expires from an application of the 3GPP UE device. 9. The method of claim 7 , further comprising: performing, by the processing system, another tracking area update, wherein the performing another tracking area update is responsive to the setting the PSM to off at a time before the PSM timer expires. 10. The method of claim 1 , further comprising: triggering, by the processing system a disconnection of the 3GPP UE device from a network to initiate a reception of data end; and setting, by the processing system, the PSM to on. 11. A device, comprising: a processing system including a processor; and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising: setting a power saving mode (PSM) of the device to off; when the PSM is off and an extended discontinuous reception (eDRX) mode is on and set to a duration, performing an attachment procedure or a tracking area update for the device; detecting that the duration of the eDRX mode has expired; based on the detecting that the duration of the eDRX mode has expired or reception of data end, setting the PSM to on, wherein the PSM has a PSM timer when the PSM is on; and at a time before the PSM timer expires, setting the PSM to off. 12. The device of claim 11 , wherein the operations further comprise: initiating another tracking area update responsive to the setting the PSM to off. 13. The device of claim 11 , wherein the operations further comprise: detecting a reception of a duration of a paging time window (T ptw ) at the device; based on the detecting the reception of the duration of a paging time window (T ptw ) at the device, setting the PSM to on, wherein the PSM has a PSM timer when the PSM is on; and initiating another tracking area update responsive to the setting the PSM to off. 14. The device of claim 11 , wherein the operations further comprise: receiving one or more values for configuration of a modem of the device. 15. The device of claim 14 , wherein the receiving the one or more values for configuration of the modem of the device comprises: determining configuration values to be executed upon a power up operation of the device. 16. The device of claim 15 , wherein the operations further comprise: performing a power on attachment procedure for the device with the PSM off and an eDRX timer set to a selected value, wherein the performing the power on attachment procedure is responsive the power up operation of the device. 17. A non-transitory machine-readable medium, comprising executable instructions that, when executed by a processing system including a processor, facilitate performance of operations, the operations comprising: setting a power saving mode (PSM) of a device to off; performing an attachment procedure or a tracking area update for the device, wherein the performing an attachment procedure or a tracking area update is responsive to the PSM being set to off and to initiation of an extended discontinuous reception (eDRX) mode for the device being set to on and set to a duration; detecting one of an expiration of the duration of the eDRX mode or a reception at the device of a duration of a paging time window for the device; based on the detecting of the expiration of the duration of the eDRX mode or a reception of data end, setting the PSM to on, wherein the PSM has a PSM timer when the PSM is on; and at a time before the PSM timer expires, setting the PSM to off. 18. The non-transitory machine-readable medium of claim 17 , wherein the operations further comprise: receiving configuration values for configuring a modem of the device. 19. The non-transitory machine-readable medium of claim 17 , wherein the operations further comprise: initiating another tracking area update responsive to the setting the PSM to off. 20. The non-transitory machine-readable medium of claim 17 , wherein the operations further comprise: responsive to setting the PSM to on, sending a tracking area update to a network, wherein the tracking area update signals to that the PSM is on.
