User equipment (UE) positioning within a 5G New Radio (NR) network may be determined by receiving a downlink (DL) position reference signal (PRS) resource set indicating a plurality of DL PRS resources and receiving a DL PRS report configuration that indicates a set of measurements to be performed by a UE for each of the plurality of DL PRS resources within the DL PRS resource set. Position measurements may be performed for each of the plurality of DL PRS resources within the DL PRS resource set, including generating a reference signal time difference (RSTD) measurement by estimating a timing of a first arrival path from at least two of the plurality of DL PRS resources and determining a reference signal received power (RSRP) metric or a signal to noise and interference ratio (SINR) metric associated with the at least two DL PRS resources. The performed position measurements may be reported.

What is claimed is: 1. A method of determining user equipment (UE) positioning within a 5G New Radio (NR) network, the method comprising: receiving a downlink (DL) position reference signal (PRS) resource set indicating a plurality of DL PRS resources; receiving a DL PRS report configuration that indicates a set of measurements to be performed by a UE for each of the plurality of DL PRS resources within the DL PRS resource set; performing position measurements for each of the plurality of DL PRS resources within the DL PRS resource set, wherein the performing position measurements includes: generating a reference signal time difference (RSTD) measurement by estimating a timing of a first arrival path from at least two of the plurality of DL PRS resources; and determining a reference signal received power (RSRP) metric or a signal to noise and interference ratio (SINR) metric associated with the at least two of the plurality of DL PRS resources, wherein the RSTD measurement is weighted based on the determined RSRP metric or SINR metric associated with the at least two of the plurality of DL PRS resources; and reporting the performed position measurements. 2. The method of claim 1 , wherein the UE reports multiple measurements for each DL PRS resource set. 3. The method of claim 1 , wherein the UE reports a single measurement for each DL PRS resource set. 4. The method of claim 1 , wherein performing position measurements further includes generating a ranging round trip time (RTT) estimation for a plurality of cells of the 5G NR network. 5. The method of claim 4 , wherein generating the ranging RTT estimation is performed with respect to a serving cell and includes RSTD measurements for neighboring cells relative to the serving cell. 6. The method of claim 4 , wherein the received DL PRS report configuration is aligned with one or more positioning capabilities of the UE. 7. The method of claim 1 , wherein DL PRS resource allocation is cell-centric such that each UE attempting to provide position services within the 5G NR is supported. 8. An apparatus of a user equipment (UE), comprising: one or more processors configured to: receive a downlink (DL) position reference signal (PRS) resource set indicating a plurality of DL PRS resources; receive a DL PRS report configuration that indicates a set of measurements to be performed by a UE for each of the plurality of DL PRS resources within the DL PRS resource set; perform position measurements for each of the plurality of DL PRS resources within the DL PRS resource set, wherein performing the position measurements includes: generating a reference signal time difference (RSTD) measurement by estimating timing of a first arrival path from at least two of the plurality of DL PRS resources; and determining a reference signal received power (RSRP) metric or a signal to noise and interference ratio (SINR) metric associated with the at least two of the plurality of DL PRS resources, wherein the RSTD measurement is weighted based on the determined RSRP metric or SINR metric associated with the at least two of the plurality of DL PRS resources; and report the performed position measurements; and memory configured to store the DL PRS report configuration. 9. The apparatus of claim 8 , wherein the UE reports multiple measurements for each DL PRS resource set. 10. The apparatus of claim 8 , wherein the UE reports a single measurement for each DL PRS resource set. 11. The apparatus of claim 8 , wherein performing position measurements further includes generating a ranging round trip time (RTT) estimation for a plurality of cells. 12. The apparatus of claim 11 , wherein generating the ranging RTT estimation is performed with respect to a serving cell and includes RSTD measurements for neighboring cells relative to the serving cell. 13. The apparatus of claim 11 , wherein the received DL PRS report configuration is aligned with one or more positioning capabilities of the UE. 14. The apparatus of claim 8 , wherein DL PRS resource allocation is cell-centric such that each UE attempting to provide position services is supported. 15. An apparatus of a user equipment (UE) within a 5G New Radio (NR) network, comprising: one or more processors configured to: provide UE positioning configuration information to a node of the 5G NR network; receive a downlink (DL) position reference signal (PRS) resource set indicating a plurality of DL PRS resources; receive a DL PRS report configuration that indicates a set of measurements to be performed by a UE for each of the plurality of DL PRS resources within the DL PRS resource set; perform position measurements for each of the plurality of DL PRS resources within the DL PRS resource set, wherein performing the position measurements includes: generating a ranging round trip time (RTT) estimation associated with a serving cell of the 5G NR network; and generating a reference signal time difference (RSTD) measurement associated with a plurality of neighboring cells relative to the serving cell; and report the performed position measurements; and memory configured to store the DL PRS report configuration. 16. The apparatus of claim 15 , wherein the DL PRS resource is configured specifically for the UE based on the UE positioning configuration information provided to the node of the 5G NR network. 17. The apparatus of claim 15 , wherein the performing position measurements further includes generating the RS TD measurement by estimating timing of a first arrival path from at least two of the plurality of DL PRS resources. 18. The apparatus of claim 17 , wherein the performing position measurements further includes determining a reference signal received power (RSRP) metric or a signal to noise and interference ratio (SINR) metric associated with the at least two of the plurality of DL PRS resources, wherein the RSTD measurement is weighted based on the determined RSRP metric or SINR metric associated with the at least two of the plurality of DL PRS resources. 19. The apparatus of claim 18 , wherein the RSRP metric is determined with respect to all multi-path components. 20. The apparatus of claim 18 , wherein the RSRP metric is determined for a first arrival path component.
