A method and apparatus are described for supporting a two-stage device-to-device (D2D) discovery using a D2D interworking function (IWF). A D2D IWF component may be configured to perform mapping between an application running on an application server and a third generation partnership project (3GPP) network, and provide a set of application programming interfaces (APIs) to allow discovery to be provided as a service to D2D applications. An application identifier may be mapped to a 3GPP identifier. Further, a method and apparatus are described for performing client-server discovery. A first wireless transmit/receive unit (WTRU) may be configured for a listen-only operation, and a second WTRU may be configured to transmit beacons. The first and second WTRUs may perform a radio access network (RAN) discovery procedure at an access stratum (AS) layer. A method and apparatus for performing charging for D2D service using a D2D IWF are also described.

What is claimed: 1. A wireless transmit/receive unit (WTRU) comprising: a transceiver; and a processor, wherein: the transceiver and the processor are configured to send, to a base station, a registration request message including device-to-device (D2D) capability information of the WTRU, wherein the D2D capability information indicates at least one radio access network technology (RAT) supported for D2D communications; and the transceiver and the processor are configured to receive, from the base station, information indicative of D2D policies, wherein the D2D policies are related to the D2D capability information of the WTRU. 2. The WTRU of claim 1 , wherein the received information indicative of D2D policies originates from a network node providing a policy function. 3. The WTRU of claim 1 , wherein the registration request message includes indications of applications that use proximity services. 4. The WTRU of claim 1 , wherein the registration request message includes an identifier of the WTRU. 5. The WTRU of claim 1 , wherein the transceiver and the processor are configured to perform proximity communications with a vehicle in accordance with the D2D policies. 6. The WTRU of claim 1 , wherein the transceiver and the processor are configured to receive a registration confirmation. 7. The WTRU of claim 1 , wherein the transceiver and the processor are configured to receive WTRU discovery information, the WTRU discovery information having been sent by the base station in response to the base station having received the registration request message from the WTRU. 8. The WTRU of claim 1 , wherein the transceiver and the processor are configured to receive information indicative of a list of proximity services in response to the registration request message. 9. The WTRU of claim 1 , wherein the D2D capability information further indicates at least one of: direct path D2D radio capabilities, D2D service capabilities via a non-access stratum (NAS), support for D2D services, support for D2D relay mode, or support for D2D broadcast mode. 10. The WTRU of claim 1 , wherein the transceiver and the processor are configured to send, to the base station, D2D user preferences associated with the WTRU. 11. A method performed by a wireless transmit/receive unit (WTRU), the method comprising: sending, to a base station, a registration request message including device-to- device (D2D) capability information of the WTRU, wherein the D2D capability information indicates at least one radio access network technology (RAT) supported for D2D communications; and receiving, from the base station, information indicative of D2D policies, wherein the D2D policies are related to the D2D capability information of the WTRU. 12. The method of claim 11 , wherein the received information indicative of D2D policies originates from a network node providing a policy function. 13. The method of claim 11 , wherein the registration request message includes indications of applications that use proximity services. 14. The method of claim 11 , wherein the registration request message includes an identifier of the WTRU. 15. The method of claim 11 , further comprising: performing proximity communications with a vehicle in accordance with the D2D policies. 16. The method of claim 11 , further comprising: receiving a registration confirmation. 17. The method of claim 11 , further comprising: receiving WTRU discovery information, the WTRU discovery information having been sent by the base station in response to the base station having received the registration request message from the WTRU. 18. The method of claim 11 , further comprising: receiving information indicative of a list of proximity services in response to the registration request message. 19. The method of claim 11 , wherein the D2D capability information further indicates at least one of: direct path D2D radio capabilities, D2D service capabilities via a non-access stratum (NAS), support for D2D services, support for D2D relay mode, or support for D2D broadcast mode. 20. The method of claim 11 , further comprising: sending, to the base station, D2D user preferences associated with the WTRU.
