Methods, apparatuses and systems for user-plane congestion management are provided. Among these method, apparatuses and systems is a method, implementable by a base station (and/or a serving gateway), for mitigating user plane congestion. The method may include sending a congestion indication to a core network; receiving a general packet radio system (GPRS) tunneling protocol (GTP) packet including an first internet protocol (IP) packet associated with a first flow within a bearer; obtaining, from a header of the GTP packet, an indicator indicative of a priority of the IP packet, wherein the indicator was inserted into the header of the GTP packet by the core network responsive to the congestion indication; and dropping any of the GTP packet and the first IP packet on condition that a priority of a second IP packet associated with second flow within the bearer takes precedence over the priority of the first IP packet.

What is claimed is: 1. A method implemented by a first network node associated with a network, the method comprising: receiving a request from a second network node, the request indicating that the second network node is requesting that the first network node monitor resource usage, the resource usage being associated with at least one wireless transmit/receive unit (WTRU), wherein the request indicates a threshold, wherein the request is related to a specific service and a specific quality of service (QoS) for the specific service; monitoring the resource usage; determining that the threshold indicated in the request has been exceeded; and sending a report to the second network node based on determining that the threshold indicated in the request has been exceeded. 2. The method of claim 1 , further comprising: performing a policy and charging execution function by the first network node. 3. The method of claim 1 , wherein the request further comprises a separate threshold for a low-priority service. 4. The method of claim 1 , further comprising, based upon the report indicating that the resource usage exceeded the threshold indicated in the request, providing updated policy and charging control rules comprising a reduced maximum bit rate value. 5. The method of claim 1 , further comprising, based upon the report indicating that the resource usage has exceeded the threshold indicated in the request, providing updated quality of service rules comprising a reduced maximum bit rate value. 6. The method of claim 1 , further comprising, based upon the report indicating that the resource usage has exceeded the threshold indicated in the request, initiating a session termination. 7. The method of claim 1 , further comprising, based upon the report indicating that the resource usage has exceeded the threshold indicated in the request, providing updated policy and charging control rules based on a subscription profile associated with the specific service. 8. The method of claim 1 , further comprising, based upon the report indicating that the resource usage has exceeded the usage threshold indicated in the request, performing service data flow congestion mitigation. 9. The method of claim 1 , further comprising, based upon the report indicating that the resource usage has exceeded the threshold indicated in the request, performing bearer congestion mitigation. 10. The method of claim 1 , further comprising, based upon the report indicating that the resource usage has exceeded the threshold indicated in the request, performing packet flow congestion mitigation. 11. A first network node comprising a processor and a transceiver, the processor configured to: receive, via the transceiver, a request from a second network node, the request indicating that the second network node is requesting that the first network node monitor resource usage the resource usage being associated with at least one wireless transmit/receive unit (WTRU), wherein the request indicates a threshold, wherein the request is related to a specific service and a specific quality of service (QoS) for the specific service; monitor the resource usage; determine that the usage has exceeded the threshold indicated in the request; and send, via the transceiver, a report to the second network node based on a determination that the threshold indicated in the request has been exceeded. 12. The first network node of claim 11 , wherein: the first network node is configured to perform a policy and charging execution function. 13. The first network node of claim 11 , wherein the request further comprises a separate usage threshold for a low-priority service. 14. A method implemented by a first network node associated with a network, the method comprising: sending a request, to a second network node, for the second network node to monitor resource usage, wherein the request indicates a threshold, and wherein the request is related to a specific service and a specific quality of service (QoS) for the specific service; and receiving a report from the second network node, the report indicating that the threshold indicated in the request has been exceeded. 15. The method of claim 14 , further comprising performing a policy and charging rules function by the first network node. 16. The method of claim 14 , wherein the request further comprises a separate threshold for a low-priority service.
