What is claimed is: 1. A base station apparatus connected to a terminal apparatus via a relay apparatus, wherein the base station apparatus is configured to establish a wireless link for a backhaul line with the relay apparatus, provide a first period in which a radio resource is used by the base station apparatus for the backhaul line, and a second period in which the radio resource is not used by the backhaul line, and transmit, to the terminal apparatus and the relay apparatus, a notification signal including information generated based on the first period and the second period. 2. The base station apparatus according to claim 1 , wherein a connection request of an access line from the terminal apparatus to the base station apparatus is allowed in the second period. 3. The base station apparatus according to claim 1 , wherein a connection request of an access line from the terminal apparatus to the base station apparatus is not allowed in the first period. 4. The base station apparatus according to claim 1 , wherein the base station apparatus is further configured to transmit a condition under which the radio resource is allowed to be used as an access line from the terminal apparatus to the base station apparatus, wherein the condition comprises at least one of a transmitted data amount or a speed of the requested data communication being less than or equal to a predetermined value, and being an emergency call. 5. The base station apparatus according to claim 2 , wherein the base station apparatus is further configured to transmit a condition under which the radio resource is allowed to be used as an access line, wherein the condition comprises at least one of a transmitted data amount or a speed of the requested data communication being less than or equal to a predetermined value, and being an emergency call. 6. A terminal apparatus connected to a base station apparatus via a relay apparatus, wherein the terminal apparatus is configured to receive, from the base station apparatus, a notification signal including information generated based on a first period in which a radio resource is used by the base station apparatus for a backhaul line and a second period in which the radio resource is not used by the backhaul line, and request a connection of an access line to the base station apparatus in the second period provided by the base station, wherein the base station apparatus is configured to; establish a wireless link for the backhaul line with the relay apparatus, provide, by the base station apparatus, the first period and the second period, and transmit, to the terminal apparatus and the relay apparatus, the notification signal. 7. The terminal apparatus according to claim 6 , wherein the terminal apparatus is not allowed to establish the connection of the access line to the base station apparatus in the first period. 8. The terminal apparatus according to claim 6 , wherein the terminal apparatus is further configured to determine whether or not to request the connection to the base station apparatus based on the information. 9. The terminal apparatus according to claim 6 , wherein a condition under which the radio resource is allowed to be used as the access line is received, wherein the condition comprises at least one of a transmitted data amount or a speed of the requested data communication being less than or equal to a predetermined value, and being an emergency call, and the terminal apparatus determines whether or not to request connection to the base station apparatus based on whether or not the condition is satisfied. 10. A control method executed by a base station apparatus, comprising: establishing a wireless link for a backhaul line with a relay apparatus, providing a first period in which a radio resource is used by the base station apparatus for the backhaul line, and a second period in which the radio resource is not used by the backhaul line, and transmitting, to a terminal apparatus and the relay apparatus, a notification signal including information generated based on the first period and the second period. 11. The control method executed by the base station apparatus according to claim 10 , wherein a connection request of an access line from the terminal apparatus to the base station apparatus is allowed in the second period. 12. The control method executed by the base station apparatus according to claim 10 , wherein a connection request of an access line from the terminal apparatus to the base station apparatus is not allowed in the first period. 13. A control method executed by a terminal apparatus, comprising receiving, from a base station apparatus, a notification signal including information generated based on a first period in which a radio resource is used by the base station apparatus for a backhaul line and a second period in which the radio resource is not used by the backhaul line, and requesting a connection of an access line to the base station apparatus in the second period provided by the base station, wherein the base station apparatus is configured to: establish a wireless link for a backhaul line with a relay apparatus, provide, by the base station apparatus, the first period and the second period, and transmit, to the terminal apparatus and the relay apparatus, the notification signal. 14. The control method executed by a terminal apparatus according to claim 13 , wherein the terminal apparatus no longer performs the connection request of the access line to the base station apparatus in the first period.
