A communication device and system are disclosed for providing communication and data services to residents of a controlled facility. The device can be restricted to communicating only using an internet protocol so as to restrict the device communication to an internal intranet. Wireless access points may be disposed throughout the environment to route calls and data between the device and a central processing center. By converting a protocol of the communications received from the device to a protocol used by the central processing center, minimal modifications to the central processing center are needed to support a wireless communication infrastructure. Many restrictions and safeguards may be implemented within the phone and system in order to prevent improper use.

What is claimed is: 1. A wireless communication device for use in a controlled environment facility, comprising: a transceiver configured to communicate with a network; a primary power supply configured to provide operating power to the wireless communication device; and a secondary power supply configured to provide operating power to one or more processors configured to carry out a lost device procedure, comprising: monitoring at least one parameter, the at least one parameter including an amount of elapsed time since the wireless communication device was last used; determining, based on the monitoring, that the wireless communication device is lost; and preventing unauthorized access of the wireless communication device in response to the determining, wherein the secondary power supply is independent from the primary power supply and stores sufficient power to carry out the lost device procedure over a duration of the at least one parameter. 2. The wireless communication device of claim 1 , wherein the one or more processors are further configured to perform the lost device procedure using power from the second power supply. 3. The wireless communication device of claim 2 , wherein the primary power supply is substantially depleted. 4. The wireless communication device of claim 1 , wherein the lost device procedure includes locking the wireless communication device, and preventing further access to the wireless communication device until administrator intervention. 5. A method for carrying out a lost device procedure on a wireless communication device, the method comprising: determining that a primary power source is substantially depleted; providing power from a secondary power source in response to the determining; using the power from the secondary power source: monitoring at least one parameter of the wireless communication device, the at least one parameter including an amount of elapsed time since the wireless communication device was last used; determining, based on the monitoring, that the wireless communication device is lost; performing the lost device procedure in order to prevent unauthorized access of the wireless communication device in response to the determining, wherein the secondary power source is independent from the primary power source and stores sufficient power to perform the monitoring over a duration of the at least one parameter. 6. The method of claim 5 , wherein the lost device procedure includes locking the wireless communication device. 7. The method of claim 6 , wherein the lost device procedure further includes preventing unlocking of the wireless communication device until administrator intervention. 8. The method of claim 5 , wherein the lost device procedure further includes transmitting a notification message to an administrator. 9. A system comprising: an administrator station associated with a controlled environment facility; and a wireless communication device assigned to an inmate of the controlled environment facility, the wireless communication device comprising: a transceiver configured to communicate with a network; a primary power supply configured to provide operating power to the wireless communication device; and a secondary power supply configured to provide operating power to one or more processors configured to carry out a lost device procedure, comprising: monitoring at least one parameter, the at least one parameter including an amount of elapsed time since the wireless communication device was last used; determining, based on the monitoring, that the wireless communication device is lost; and preventing unauthorized access of the wireless communication device in response to the determining, wherein the secondary power supply is independent from the primary power supply and stores sufficient power to carry out the lost device procedure over a duration of the at least one parameter. 10. The system of claim 9 , wherein the one or more processors of the wireless communication device are further configured to perform the lost device procedure using power from the second power supply. 11. The system of claim 10 , wherein the primary power supply of the wireless communication device is substantially depleted. 12. The system of claim 9 , wherein the lost device procedure includes transmitting a notification message to the administrator station. 13. The system of claim 12 , wherein the administrator station is configured to: receive the notification message from the wireless communication device; receive verification of possession of the wireless communication device indicating that the wireless communication device is not lost; and transmit an unlock instruction to the wireless communication device in response to the receiving of the verification.
