That which is claimed: 1. A lid and scoop combination, comprising: a lid configured to cover an opening into a container; the lid having a top and an upper skirt depending from the top toward a bottom of the upper skirt to at least partially form a lid interior region; wherein the top of the lid is circular and the upper skirt has an inside surface that is frustoconical; a scoop configured to be selectively inserted into and removed from the interior region of the lid; wherein the scoop has a first end and a first protrusion extending downwardly away from the first end at a first angle such that the first protrusion forms a cantilever spring engageable with a scoop retention element disposed on the inside surface of the upper skirt of the lid to retain the scoop in the interior region of the lid; wherein the inside surface of the frustoconical upper skirt extends downwardly away from the top of the lid toward the bottom of the upper skirt at a second angle; wherein the scoop retention element is disposed on the inside surface of the upper skirt between the top of the lid and the bottom of the upper skirt; and at least one stacking lug on the inside surface of the upper skirt that extends downwardly from the scoop retention element to a bottom surface that at least partially defines a stacking plane; wherein the scoop retention element, the scoop, and the at least one stacking lug are configured such that the scoop is entirely above the stacking plane when inserted into the interior region of the lid; wherein the scoop retention element and the scoop first protrusion are configured such that the scoop first protrusion is engageable and retainable within the lid by the scoop retention element with the scoop in any rotational orientation relative to the lid about the axis of the lid. 2. The lid and scoop combination of claim 1 , wherein the first angle and the second angle are approximately equal. 3. The lid and scoop combination of claim 1 , wherein the lid has a shelf configured to rest on a lip of a container. 4. The lid and scoop combination of claim 3 , wherein the shelf extends outwardly away from the upper skirt and is connected to the upper skirt adjacent a shelf inner edge, wherein the shelf inner edge forms a perimeter around a portion of an upper cavity within the upper skirt, and wherein the shelf inner edge substantially defines a shelf plane, wherein the scoop is configured to lie entirely at or above the shelf plane. 5. The lid and scoop combination of claim 1 , wherein the inside surface of the upper skirt is substantially symmetrical about the axis of the lid, and the scoop retention element extends inwardly from the lid to form a substantially circular bead. 6. The lid and scoop combination of claim 1 , wherein the scoop has a second protrusion extending away from a second end opposite the first end. 7. The lid and scoop combination of claim 6 , wherein the second protrusion extends away from the second end downwardly from top to bottom to form a cantilever configured to act as a spring engageable with the scoop retention element. 8. The lid and scoop combination of claim 7 , wherein the second protrusion extends away from the second end at a third angle. 9. The lid and scoop combination of claim 8 , wherein the second end of the scoop is shaped to substantially match the shape of the inside surface of the upper skirt above the scoop retention element. 10. The lid and scoop combination of claim 8 , wherein the third angle is in the range of about 0 degrees to about 10 degrees. 11. The lid and scoop combination of claim 10 , wherein the first angle is in the range of about 5 degrees to about 45 degrees. 12. The lid and scoop combination of claim 1 , wherein the first angle is in the range of about 5 degrees to about 45 degrees. 13. The lid and scoop combination of claim 12 , wherein the second angle is in the range of about 5 degrees to about 45 degrees.
