A dispenser includes a rotating member configured to rotate about an axis of rotation, the rotating member comprising an engaging portion and a roll-holding portion, the roll-holding portion defining an outer surface and a cylindrical inner surface, the cylindrical inner surface extending from a first end of the roll-holding portion to a second end of the roll-holding portion opposite the first end, a rib extending radially inwardly from the cylindrical inner surface, the rib defining a free radially inward edge; and a holding member located radially outwardly of the engaging portion; wherein the cylindrical inner surface of the rotating member defines a first cylindrical portion adjacent to the first end and a second cylindrical portion adjacent to the second end, the rib extending axially along a length of the first cylindrical portion, the second cylindrical portion substantially smooth and absent any ribs.

That which is claimed is: 1. A dispenser comprising: a rotating member configured to rotate about an axis of rotation, the rotating member comprising an engaging portion and a roll-holding portion, the roll-holding portion defining an outer surface and a cylindrical inner surface, the cylindrical inner surface extending from a first end of the roll-holding portion to a second end of the roll-holding portion opposite the first end, a rib extending radially inwardly from the cylindrical inner surface, the rib defining a free radially inward edge; and a holding member located radially outwardly of the engaging portion; wherein the cylindrical inner surface of the rotating member defines a first cylindrical portion adjacent to the first end and a second cylindrical portion adjacent to the second end, the rib extending axially along a length of the first cylindrical portion, the second cylindrical portion substantially smooth and absent any ribs. 2. The dispenser of claim 1 , wherein the rib is one of a plurality of ribs extending radially inwardly from the cylindrical inner surface, the plurality of ribs spaced circumferentially about the first cylindrical portion of the cylindrical inner surface. 3. The dispenser of claim 2 , wherein the free radially inward edges of the plurality of ribs define a diameter that is less than a diameter of the second cylindrical portion. 4. The dispenser of claim 1 , wherein the engaging portion extends from the roll-holding portion at the first end of the roll-holding portion, proximate to the first cylindrical portion and distal to the second cylindrical portion. 5. The dispenser of claim 4 , wherein the engaging portion and the roll-holding portion are axially aligned. 6. The dispenser of claim 5 , wherein the holding member is configured to allow the holding member to rotate relative to the rotating member and to allow the holding member to frictionally engage the rotating member upon radially inward force applied to the holding member. 7. The dispenser of claim 4 , wherein a transition portion is disposed between the engaging portion and the roll-holding portion, the transition portion defining a conical outer transition surface decreasing in diameter from the roll-holding portion to the engaging portion. 8. The dispenser of claim 7 , wherein the rib further extends axially along a length of the transition portion. 9. The dispenser of claim 4 , wherein: the rotating member has an upset protruding radially outwardly from the engaging portion; the holding member located axially between the upset and the roll-holding portion; and the upset defines a diameter greater than a diameter defined by an inner holding surface of the holding member. 10. The dispenser of claim 9 , wherein the upset defines a chamfered surface and an annular flat surface. 11. The dispenser of claim 9 , wherein the upset is circumferentially continuous. 12. The dispenser of claim 9 , wherein the engaging portion of the rotating member defines a slot extending longitudinally through the upset. 13. The dispenser of claim 1 , wherein the holding member defining a substantially cylindrical outer holding surface, and wherein the substantially cylindrical outer holding surface defines a plurality of indentions configured to minimize slippage between a user's hand and the holding member. 14. The dispenser of claim 13 , wherein a first set of the indentions are formed in the substantially cylindrical outer holding surface at a first side of the holding member and a second set of the indentions are formed in the substantially cylindrical outer holding surface at a second side of the holding member opposite the first side. 15. The dispenser of claim 14 , wherein each of the plurality of indentions is chevron-shaped. 16. The dispenser of claim 1 , wherein the holding member comprises a flange extending radially outwardly from an outer holding surface of the holding member, the flange disposed at a first holding member end of the holding member that is proximate to the roll-holding portion. 17. The dispenser of claim 16 , further comprising a roll of wrap located radially outwardly of the roll-holding portion, wherein the flange of the holding member is configured to confront the roll of wrap.
