A vehicle information remote retrieval method includes an emergency personnel or first responder vehicle (FRV) establishing a vehicle connection between an infotainment system of a vehicle and the FRV. The FRV sends a vehicle information request to the infotainment system of the vehicle, via the vehicle connection, seeking release of vehicle information. The FRV obtains authentication of the vehicle information received in response to the vehicle information request. The FRV determines occupant status based on the vehicle information. The FRV communicates the passenger status to a first responder.

We claim: 1. A method, for remotely retrieving information from a vehicle, comprising: collecting, by an automotive head unit Relying Party System (RPS) of the vehicle, mobile identification credential (MIC) user information from a user of the vehicle; establishing, by a first responder vehicle (FRV), a vehicle connection between the vehicle and the FRV; sending, by the FRV, an information request message to the vehicle, via the vehicle connection, seeking a release of information including vehicle information and the MIC user information; retrieving, by the FRV, the information including the MIC user information over the vehicle connection; obtaining, by the FRV, authentication of the MIC user information received in response to the information request message; determining, by the FRV, occupant status based on the vehicle information; displaying, by the FRV, the occupant status; and displaying, by the FRV, the MIC user information. 2. The method of claim 1 , wherein the MIC user information corresponds to a non-governmental identification, and the FRV is operated by a non-governmental third party. 3. The method of claim 1 , wherein the MIC user information comprises at least one of a digital photograph of the user, a digital image representing a QR code containing biographic information of the user, a digital fingerprint representation of the user, or a digital retina representation of the user. 4. The method of claim 1 , wherein the MIC user information comprises pertinent medical information including at least one of blood type, allergies, organ donor status, or diseases. 5. The method of claim 4 , further comprising the FRV determining the pertinent medical information by using the MIC user information to access a medical records database. 6. The method of claim 1 , wherein the FRV is configured to send the information request message to the vehicle via the vehicle connection, the information request message including a MIC user information request. 7. The method of claim 6 , wherein the user selects whether to release MIC user information or vehicle information to the FRV responsive to the information request message, and the user controls release of the various types of information discretely in whole or in parts selected by the user. 8. The method of claim 6 , wherein the FRV sends a notice to the vehicle advising the user before the user releases information. 9. The method of claim 8 , wherein the RPS conveys the notice to the user, and the notice provides helpful guidance for the user to best comply with first responder instructions. 10. The method of claim 1 , further comprising obtaining, by the FRV, authorization of the MIC user information from an Authorizing Party System (APS). 11. The method of claim 1 , further comprising comparing, by the FRV, collected MIC user information, including biographic information or biometric information, against first responder records. 12. The method of claim 11 , wherein the FRV is a law enforcement vehicle, and the first responder records are law enforcement records accessed from a first responder back end remote server. 13. The method of claim 1 , wherein the vehicle information comprises a Vehicle Identification Number (VIN), sensor information, occupant status, vehicle description, operational vehicle status information, mechanical vehicle status information, vehicle usage telemetry, vehicle operational telemetry, or vehicle maintenance telemetry. 14. The method of claim 1 , wherein the FRV remotely retrieves, from the vehicle, vehicle information indicative of past occupant status and present occupant status, to determine if there are missing occupants that need to be accounted for. 15. The method of claim 1 , wherein the FRV remotely retrieves, from the vehicle, vehicle information indicative of occupant status recorded prior to a vehicle accident, to determine a number of occupants that need to be accounted for when responding to the vehicle. 16. The method of claim 1 , wherein the FRV sends an emergency override command to the vehicle to remotely retrieve MIC user information of an unresponsive vehicle occupant. 17. The method of claim 16 , wherein the emergency override command directs the vehicle to transmit MIC user information corresponding to special medical needs of the user. 18. The method of claim 16 , wherein the FRV submits a request to an authority to obtain authorization to issue the emergency override command to the vehicle. 19. The method of claim 1 , wherein the FRV sends an emergency override command to the vehicle to direct the RPS to initiate a safe slow-down mode of the vehicle in response to the vehicle's refusal to stop. 20. The method of claim 1 , wherein the FRV sends an emergency override command to the vehicle to direct the RPS to initiate a shut off mode of the vehicle. 21. The method of claim 1 , wherein the FRV sends an emergency override command to the vehicle to remotely configure the RPS of the vehicle to automatically send MIC user information or vehicle information to the FRV. 22. A method, for configuring a vehicle, comprising: collecting, by an automotive head unit Relying Party System (RPS) of the vehicle, mobile identification credential (MIC) user information from a user of the vehicle; obtaining, by the RPS, authentication of the MIC user information; verifying, by the RPS, a user identity of a user; configuring the vehicle according to a mode responsive to verifying the user identity of the user. 23. The method of 22 , wherein verifying the user identity of the user comprises performing, by the RPS, a liveness check of the user. 24. The method of claim 22 , further comprising the RPS verifying whether the user is authorized to operate the vehicle based on verifying the MIC user information with an Authorizing Party System (APS). 25. The method of claim 22 , wherein the RPS collects the MIC user information for authentication when initiating operation of the vehicle. 26. The method of claim 25 , wherein the RPS performs identify verification of the user to prevent motor vehicle operation by drivers lacking sufficient driver privileges. 27. The method of claim 26 , wherein the RPS seeks user information or vehicle information regarding driver privileges from an APS of a state DMV. 28. The method of claim 22 , wherein the RPS checks for dynamically changing privileges that are not indicated by a MIC of the user. 29. The method of claim 22 , wherein the RPS performs identify verification of the user to enable or disable the vehicle based on the user's identity corresponding to a MIC that is verified with the vehicle, according to a list of drivers having permission to operate the vehicle. 30. The method of claim 22 , wherein the RPS consults with an APS of an insurance company to determine whether a MIC presented by a user is associated with an individual sufficiently covered by insurance or otherwise permitted to operate the vehicle.
