Method and apparatus are provided to allocate a time and frequency resource of a resource request indicator (RRI) and to transmit an RRI. Codes are allocated for an RRI and other (such as non-RRI) uplink control signaling. The RRI and other uplink control signaling can be multiplexed in the same time and frequency resource, such as through multiplexing in a code division manner.

What is claimed is: 1. An apparatus, comprising: a storage medium including executable instructions; and a processor; the executable instructions, when executed by the processor, causing the apparatus to: obtain first, second, third, and fourth codes for a resource request indicator (RRI), the RRI comprising a first part and a second part, the first and second codes being allocated for the first part of the RRI, and the third and fourth codes being allocated for the second part of the RRI; and send the RRI using the first, second, third, and fourth codes, the RRI and non-RRI uplink control signaling being multiplexed in a same time and frequency resource of a time slot in a code division manner, the non-RRI uplink control signaling comprising a pilot part and a data part; the first part of the RRI being multiplexed using the first code and the second code with the pilot part of the non-RRI uplink control signaling in a same time and frequency resource of the time slot in a code division manner; the second part of the RRI being multiplexed using the third code and the fourth code with the data part of the non-RRI uplink control signaling in a same time and frequency resource of the time slot in a code division manner; at least one of the first code and the second code being orthogonal to corresponding codes for the pilot part of the non-RRI uplink control signaling, and at least one of the third code and the fourth code being orthogonal to corresponding codes for the data part of the non-RRI uplink control signaling. 2. The apparatus of claim 1 , wherein the non-RRI uplink control signaling is one of an acknowledgement or negative-acknowledgement signal. 3. The apparatus of claim 1 , wherein the executable instructions, when executed by the processor, cause the apparatus to: receive, from a base station, one or more parameters for obtaining the first, second, third, and fourth codes. 4. The apparatus of claim 1 , wherein the apparatus is a first terminal device or a chipset equipped in a first terminal device, and the non-RRI uplink control signaling is sent by a second terminal device. 5. A method, comprising: obtaining, by a terminal device, first, second, third, and fourth codes for a resource request indicator (RRI), the RRI comprising a first part and a second part, the first and second codes being allocated for the first part of the RRI, and the third and a fourth codes being allocated for the second part of the RRI; and sending, by the terminal device, the RRI using the first, second, third, and through fourth codes, the RRI and non-RRI uplink control signaling being multiplexed in a same time and frequency resource of a time slot in a code division manner, and the non-RRI uplink control signaling comprising a pilot part and a data part; the first part of the RRI being multiplexed using the first code and the second code with the pilot part of the non-RRI uplink control signaling and frequency resource of the time slot in a code division manner; the second part of the RRI being multiplexed using the third code and the fourth code with the data part of the non-RRI uplink control signaling in a same time and frequency resource of the time slot in a code division manner; at least one of the first code and the second code being orthogonal to corresponding codes for the pilot part of the non-RRI uplink control signaling, and at least one of the third code and the fourth code being orthogonal to corresponding codes for the data part of the non-RRI uplink control signaling. 6. The method of claim 5 , wherein the non-RRI uplink control signaling is one of an acknowledgement or negative-acknowledgement signal. 7. The method of claim 5 , further comprising: receiving, from a base station, one or more parameters for obtaining the first, second, third, and fourth codes. 8. The method of claim 5 , wherein the non-RRI uplink control signaling is sent by another terminal device. 9. A computer-readable storage medium comprising instructions which, when executed by an apparatus, cause the apparatus to carry out the steps of: obtaining first, second, third, and fourth codes for a resource request indicator (RRI), the RRI comprising a first part and a second part, the first second codes being allocated for the first part of the RRI, and the third and fourth codes being allocated for the second part of the RRI; and sending the RRI using the first, second, third, and fourth codes, the RRI and non-RRI uplink control signaling being multiplexed in a same time and frequency resource of a time slot in a code division manner, and the non-RRI uplink control signaling comprising a pilot part and a data part; the first part of the RRI being multiplexed using the first code and the second code with the pilot part of the non-RRI uplink control signaling and frequency resource of the time slot in a code division manner; the second part of the RRI being multiplexed using the third code and the fourth code with the data part of the non-RRI uplink control signaling in a same time and frequency resource of the time slot in a code division manner; at least one of the first code and the second code being orthogonal to corresponding codes for the pilot part of the non-RRI uplink control signaling, and at least one of the third code and the fourth code being orthogonal to corresponding codes for the data part of the non-RRI uplink control signaling. 10. The computer-readable storage medium of claim 9 , wherein the non-RRI uplink control signaling is one of an acknowledgement or negative-acknowledgement signal. 11. The computer-readable storage medium according to claim 9 , further comprising instructions which, when executed by the apparatus, cause the apparatus to carry out the steps of: receiving, from a base station, one or more parameters for obtaining the first, second, third, and fourth codes. 12. The computer-readable storage medium according to claim 9 , wherein the apparatus is a first terminal device or a chipset equipped in a first terminal device, and the non-RRI uplink control signaling is sent by another terminal device.
