Formulation and dispenser systems create dairy based toppings for beverages. The dispensers include a container, valve, and an actuator for the valve. The formulations include a liquid product and a propellant. The liquid product includes a certain percentage of milkfat provided, for example, by heavy cream, skim milk, nonfat dry milk, sweeteners, and an emulsifier. The propellant is nitrous oxide or nitrogen.

What is claimed is: 1. A system for dispensing a foamed topping for a beverage to create a foam layer on the top surface of the beverage, the system comprising: an aerosol container containing a liquid product and a propellant, wherein the propellent includes nitrous oxide, wherein the liquid product comprises from 7.6% to 18.0% by weight milkfat, from 5% to 98% by weight skim milk, from 0% to 5.0% by weight nonfat dry milk, from 0.5% to 3.0% by weight lecithin, and from 30% to 45% by weight sugar; a valve attached to the aerosol container; and an actuator for the valve, wherein the actuator has a generally cylindrical body. 2. The system of claim 1 , wherein the sugar comprises white, granulated sugar. 3. The system of claim 1 , wherein the cylindrical body terminates at a discharge end including a cylindrical edge portion. 4. The system of claim 1 , wherein the cylindrical body terminates at a discharge end including a plurality of inwardly curved fingers configured to form the mixture of propellent and liquid product into a rosette shape. 5. The system of claim 1 , wherein the liquid product further comprises a flavoring. 6. The system of claim 1 , wherein the liquid product further comprises salt in an amount up to 0.3% by weight. 7. The system of claim 1 , wherein the lecithin includes at least one of soy lecithin, sunflower lecithin, and canola lecithin. 8. The system of claim 1 , wherein the cylindrical body defines an interior expansion chamber in fluid communication with a central passageway to receive and shape the mixture of propellent and liquid product. 9. The system of claim 8 , wherein the actuator further comprises a deflector, and wherein the deflector rises into and is surrounded by the interior expansion chamber. 10. The system of claim 1 , wherein the cylindrical body further comprises a transverse support partition, the transverse support partition having an upper concave surface. 11. The system of claim 1 , wherein the cylindrical body further comprises a transverse support partition, the transverse support partition having an upper flat surface. 12. A system for dispensing a topping for a beverage, the system comprising: an aerosol container containing a liquid product and a propellant, wherein the propellent is nitrogen, wherein the liquid product comprises from 7.6% to 30% by weight milkfat, from 5% to 98% by weight skim milk, from 0% to 8% by weight nonfat dry milk, a lecithin, and from a 30% to 45% by weight sugar; a valve attached to the aerosol container; and an actuator for the valve, wherein the actuator has a generally cylindrical body. 13. The system of claim 12 , wherein the sugar comprises white, granulated sugar. 14. The system of claim 12 , wherein the liquid product further comprises a flavoring. 15. The system of claim 12 , wherein the liquid product further comprises salt in an amount up to 0.3% by weight. 16. The system of claim 12 , wherein the lecithin is in an amount from 0.5% to 3.0% by weight. 17. The system of claim 12 , wherein the cylindrical body defines an interior expansion chamber in fluid communication with a central passageway to receive and shape the mixture of propellent and liquid product. 18. The system of claim 17 , wherein the actuator further comprises a deflector, and wherein the deflector rises into and is surrounded by the interior expansion chamber. 19. The system of claim 12 , wherein the cylindrical body further comprises a transverse support partition, the transverse support partition having an upper concave surface. 20. The system of claim 12 , wherein the propellant is included in an amount from 0.8% to 1.3% by weight.
