What is claimed is: 1. A panel suitable for forming a floor or wall covering, comprising at least one core layer having a planar top side, and a planar bottom side, at least four linear side edges, wherein the at least one core layer comprises a magnesium oxide composition comprising at least a magnesium oxide and a magnesium salt, wherein said magnesium oxide composition comprises a magnesium crystal structure, and wherein the magnesium crystal structure comprises at least 50% by weight of at least one whisker-phase magnesium crystal structure. 2. The panel according to claim 1 , wherein the magnesium salt is magnesium sulfate, magnesium chloride, or combination thereof. 3. The panel according to claim 1 , wherein the magnesium crystal structure comprises at least a number of magnesium crystals having an average diameter in a range of 0.2 to 1.0 micrometers. 4. The panel according to claim 1 , wherein the magnesium crystal structure comprises at least a number of magnesium crystals having an average length in the range of 1 to 50 micrometers. 5. The panel according to claim 1 , wherein the magnesium crystal structure comprises at least 70% by weight of at least one whisker-phase magnesium crystal structure. 6. The panel according to claim 1 , wherein at least part of the at least one whisker-phase magnesium crystal structure is a 5-phase magnesium crystal structure. 7. The panel according to claim 6 , wherein the 5-phase magnesium crystal structure is chosen from a group consisting of 5-1-2, 5-1-3, 5-1-7, 5-1-8 crystal phases. 8. The panel according to claim 1 , wherein the magnesium crystal structure of the magnesium oxide composition further comprises at least 5% of a heat-resistant crystal structure chosen from a group consisting of 2-1-4, 2-1-2, 1-2-3, 1-1-5, 9-1-4 crystal phases. 9. The panel according to claim 1 , wherein the magnesium oxide composition comprises 0.05% to 10% by weight of at least one compound comprising at least two hydroxyl groups. 10. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups is selected from a group comprising of oxalic acid, citric acid, phosphoric acid or boric acid. 11. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups comprises at least one acid having a pH level between 3 to 6 or a pKa level between 3 to 7. 12. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups is a nanoscopic compound having a molecular size of 10 to 100 Angstrom. 13. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups is a sub nanoscopic compound comprising a molecular size of 1 to 10 Angstrom. 14. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups has a branched, a hyperbranched or a dendritic structure. 15. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups comprises more than 5 hydroxyl groups. 16. The panel according to claim 9 , wherein said at least one compound comprising at least two hydroxyl groups has a branched, a hyperbranched and a dendritic structure. 17. The panel according to claim 1 , wherein the core layer comprises at least one pair of opposite side edges, wherein said at least one pair of opposite side edges are provided with interconnecting coupling means. 18. The panel according to claim 17 , wherein the interconnecting coupling means comprises a tongue and a groove, wherein the tongue is provided on a first side edge of a pair of opposite side edges, and the groove is provided on a second side edge of the pair of opposite side edges. 19. A floor or wall covering comprising multiple panels according to claim 1 .
