Convergence of a 5 th -Generation communication system supporting higher data rates beyond 4 th -Generation system(s) with a technology for Internet of Things (IoT) may be applied to intelligent services. Operator specific services are permitted and provided by allowing an unauthorized terminal to search for and access the such services, and includes notifying a terminal of information corresponding to “operator specific services” by allowing a base station to broadcast predetermined information, displaying information acquired by a terminal, matching information acquired by the terminal with information broadcast from a base station to arrange services, requesting access and notifying a terminal performs an access for “operator specific services” upon accessing a network, providing a menu for determining whether neighboring base stations are capable of “operator specific services” to a user of a terminal, and allowing the terminal to determine whether there is the base station broadcasting the information.

What is claimed is: 1. A method performed by a terminal in a communication system, the method comprising: receiving, from a base station, system information including information on a restricted operator service associated with a cell of the base station; in case that the information is included in the system information and the restricted operator service is required, transmitting, to the base station, a first radio resource control (RRC) message including first information indicating to the base station that the terminal is initiating the restricted operator service and a first message associated with an attach request, the first message including an international mobile station equipment identity (IMEI) of the terminal and second information indicating to a core network entity that the terminal is accessing for the restricted operator service; and receiving, from the base station, a second RRC message including a second message associated with an attach accept, the second message including information for a bearer associated with the restricted operator service, wherein the terminal has no subscriber identity module (SIM) information. 2. The method of claim 1 , wherein an authentication procedure is not performed in case that the second information is included in the first message. 3. The method of claim 1 , further comprising: receiving at least one of a profile, a credential, or subscriber identity module (SIM) information based on the restricted operator service in response to accessing an operator network that offers the restricted operator service. 4. The method of claim 1 , further comprising: determining the restricted operator service is required based on one of an identification that there is no credential for network access authentication in the terminal, an identification that there is an error in an acquisition of subscriber identity module (SIM) information in the terminal, or an identification that a subscription is required for the terminal without contract to a mobile operator, wherein the terminal is an unauthenticated terminal without a profile. 5. The method of claim 1 , further comprising: displaying at least one operator network that offers the restricted operator service; indicating one operator network in case that the one network operator is chosen based on the displayed at least one operator network; and indicating no service to a user in case that the information is not received and the restricted operator service is required. 6. A method performed by a first core network entity in a communication system, the method comprising: receiving, from a base station, a first message associated with an attach request, the first message including an international mobile station equipment identity (IMEI) of a terminal and first information indicating to the first core network entity that the terminal is accessing for a restricted operator service, in case that system information including information on the restricted operator service associated with a cell of the base station is received and the restricted operator service is required by a terminal; identifying whether the terminal is allowed for the restricted operator service based on the first message; transmitting, to a second core network entity, a request message for a session configuration associated with the restricted operator service; receiving, from the second core network entity, a response message including information for a bearer associated with the restricted operator service; and transmitting, to the base station, a second message associated with an attach accept, the second message including the information for the bearer associated with the restricted operator service, wherein the terminal has no subscriber identity module (SIM) information. 7. The method of claim 6 , wherein an authentication procedure is not performed with the terminal in case that the first information is included in the first message. 8. A method performed by a base station in a communication system, the method comprising: broadcasting system information including information on a restricted operator service associated with a cell of the base station; in case that the information is included in the system information, receiving, from a terminal which requires the restricted operator service, a first radio resource control (RRC) message including first information indicating to the base station that the terminal is initiating the restricted operator service and a first message associated with an attach request, the first message including an international mobile station equipment identity (IMEI) of the terminal and second information indicating to a core network entity that the terminal is accessing for the restricted operator service; transmitting, to the core network entity, the first message; receiving, from the core network entity, a second message associated with an attach accept, the second message including information for a bearer associated with the restricted operator service; and transmitting, to the terminal, a second RRC message including the second message, wherein the terminal has no subscriber identity module (SIM) information. 9. The method of claim 8 , wherein an authentication procedure is not performed with the terminal in case that second information is included in the first message. 10. The method of claim 8 , wherein the restricted operator service is required based on one of an identification that there is no credential for network access authentication in the terminal, an identification that there is an error in an acquisition of subscriber identity module (SIM) information in the terminal, or an identification that a subscription is required for the terminal without contract to a mobile operator, and wherein the terminal is an unauthenticated terminal without a profile. 11. A terminal in a communication system, the terminal comprising: a transceiver; and a controller configured to: receive, from a base station, system information including information on a restricted operator service associated with a cell of the base station, in case that the information is included in the system information and the restricted operator service is required, transmit, to the base station, a first radio resource control (RRC) message including first information indicating to the base station that the terminal is initiating the restricted operator service and a first message associated with an attach request, the first message including an international mobile station equipment identity (IMEI) of the terminal and second information indicating to a core network entity that the terminal is accessing for the restricted operator service, and receive, from the base station, a second RRC message including a second message associated with an attach accept, the second message including information for a bearer associated with the restricted operator service, wherein the terminal has no subscriber identity module (SIM) information. 12. The terminal of claim 11 , wherein an authentication procedure is not performed in case that the second information is included in the first message. 13. The terminal of claim 11 , wherein the controller is further configured to: receive at least one of a profile, a credential, or subscriber identity module (SIM) information based on the restricted operator service in response to accessing an operator network that offers the restricted operator service. 14.
