What is claimed is: 1. A blower comprising: a base; a case having an air inlet and an air outlet; a fan provided inside the case to suction air through the air inlet and discharge air out of the air outlet; a plate provided between the base and the case, the plate being connected to the case and configured to be rotatable relative to the base; a motor configured to rotate the plate; a bearing provided outside of a center of the plate, fixed to the plate, and movably supported on the base so as to move with respect to the base when the motor rotates the plate; a first gear connected to the motor and fixed the plate, and provided between the plate and the base; and a second gear engaged with the first gear and fixed to the base, and provided between the plate and the base, wherein the bearing is disposed radially outward of the second gear. 2. The blower of claim 1 , wherein the base comprises a rail protruding toward the plate, and the bearing is configured to be guided along the rail during rotation of the plate. 3. The blower of claim 2 , wherein the rail forms a gap between the plate and the base. 4. The blower of claim 1 , wherein the bearing is positioned farther from a center of rotation of the plate than the first gear. 5. The blower of claim 1 , wherein the first gear, the second gear, and the rail are arranged sequentially in a first direction, the first direction being perpendicular to a second direction from the plate to the base. 6. The blower of claim 1 , wherein the plate comprises: a first seating section on which the motor is seated; and a second seating section provided radially outside and stepped from the first seating portion and on which the case is seated. 7. The blower of claim 1 , wherein the motor is spaced apart from a center of rotation of the plate, and the bearing is positioned opposite to the motor based on the center of rotation of the plate. 8. The blower of claim 1 , wherein the bearing comprises: a wheel rotatably supported by the base; and a support shaft penetrating the wheel and fixed to the plate. 9. The blower of claim 8 , wherein the bearing is configured such that, when the plate is rotated, the bearing rotates about the support shaft and moves along a circumferential direction of the plate. 10. The blower of the claim 9 , wherein the support shaft extends in a vertical direction, a portion of a lower surface of the bearing contacts the base, and a remaining portion of the lower surface of the bearing is spaced apart from the base. 11. The blower of claim 1 , wherein the motor is provided above the plate, and wherein the motor and the first gear are connected through a motor shaft which extends in vertical direction by penetrating the plate. 12. A blower comprising: a base; a case having an air inlet and an air outlet; a fan provided inside the case to suction air through the air inlet and discharge air out of the air outlet; a plate provided between the base and the case, the plate berg connected to the case and configured to be rotatable relative to the base; a motor configured to rotate the plate; a bearing provided outside of a center of the plate, fixed to the plate, and movably supported on the base so as to move with respect to the base when the motor rotates the plate; and a shaft body rotatably coupled to the base, wherein the plate comprises a shaft holder protruding from the plate toward the base, and the shaft body is inserted into the shaft holder and fixed to the plate. 13. The blower of claim 12 , further comprising a shaft bearing surrounding the shaft holder, wherein at least part of the shaft bearing rotates with the plate. 14. The blower of claim 12 , wherein the base comprises: a side wall having an inner space; and a roof covering the inner space and having a shaft insertion hole through which the shaft body passes, wherein at least a part of the shaft body is located inside the inner space. 15. The blower of claim 12 , wherein the shaft holder comprises: a crest protruding toward the shaft body; and a body fastening hole formed at the crest. 16. A blower comprising: a base; a case having an air inlet and an air outlet; a fan provided inside the case to suction air through the air inlet and discharge air out of the air outlet; a plate provided between the base and the case, the plate being connected to the case and configured to be rotatable relative to the base; a motor configured to rotate the plate; and a bearing provided outside of a center of the plate, fixed to the plate, and movably supported on the base so as to move with respect to the base when the motor rotates the plate, wherein the bearing includes a wheel rotatably supported by the base; and a support shaft penetrating the wheel and fixed to the plate, wherein the bearing is configured such that, when the plate is rotated, the bearing rotates about the support shaft and moves along a circumferential direction of the plate, and wherein the support shaft extends in a radial direction of the plate, and the bearing moves along a circumferential direction of the plate. 17. A blower comprising: a base; a case provided above the base and having an air inlet and an air outlet; a fan provided inside the case to suction air through the air inlet and discharge air out of the air outlet; a plate provided above and spaced apart from the base and connected to the case to be rotatable above the base; and a motor configured to rotate the plate, the motor provided above the plate and supported by the plate, wherein the motor is fixed to the plate and is rotated together with the plate, and wherein the base comprises a wire through portion through which the base is penetrated to include the center of rotation. 18. The blower of claim 17 , wherein the plate comprises a motor insertion groove into which at least a part of the motor is inserted. 19. The blower of claim 17 , further comprising a shaft body rotatably coupled to the base and fixed to the plate, wherein the shaft body is rotated together with the plate, and at least a portion of the shaft body is located in a space formed inside the base.
